TERM OF REFERENCE (TOR)
TitleCONSULTANCY FOR THE FINAL EVALUATIO OF THE PROJECT, “HerWASH: SEXUAL AND REPRODUCTIVE HEALTH AND RIGHTS”
BackgroundWaterAid Liberia has completed a 4-year initiative targeting menstrual hygiene and health for women and adolescent girls as a foundation for improving Sexual and Reproductive Health and Rights (SRHR) in 15 communities and 11 schools in Tewor and Commonwealth Districts, Grand Cape Mount County, Liberia. The project was implemented from June 2019 to 2023 September.

WaterAid Liberia collaborated with local Liberia organizations (PHIL and GUCDA), relevant government line ministries, local authorities, and communities to implement the project. Improvement in SRHR within the project should have been achieved through increased government and civil society response to the menstrual health needs of women and adolescent girls, as well as improved sensitization, provisioning and the use of menstrual health facilities and the provision of sanitary products in schools, health centers and communities. Project activities included: 1) Policy, advocacy and practical interventions with youth and women centered approaches; 2) Infrastructure works to refurbish latrines so that they are safe accessible and equipped to meet the Menstrual Health Management needs of women and adolescent girls (including private space with adequate water supply for washing and sanitary napkin disposal facilities) in schools, health centers and communities; 3) Improving and/or developing supply chains for menstrual hygiene products that provide economic opportunities to engage local businesses, women entrepreneurs and youth-led groups; and 4) Policy interventions to review national, provincial and local plans, policies and budgets that do not adequately consider women-centered approaches and menstrual health needs in education and health care services. See Appendix A for the project logic model.

To measure the impact of the project, WaterAid is recruiting a consultant to conduct an end of evaluation to determine whether the project deliverables and objectives were achieved.

JustificationThe end-of-project evaluation is part of the deliverables of the project to establish and document the impact and effectiveness of the interventions delivered by the project.

The purpose of the endline evaluation of the HerWASH project is to:

  • Ensure that WaterAid meets all final evaluation reporting as required by the donor, including but not limited to the completion of the Outcome sheet and the Performance Measurement Framework.
  • Collect data against key indicators.
  • Compare findings between baseline assessment data, targets and final assessment data to better understand changes and justification for variances.
Objectives of the ConsultancyThe following objectives contribute to the purpose of the final evaluation of the project:

  • Establish result values for all key project indicators to effectively assess project completion against the project baseline.
  • Compare knowledge of relevant stakeholders regarding menstrual health from baseline to endline.
  • Understand the current use of menstrual hygiene products in target areas because of the project.
  • Understand/observe the use of latrines and access to water to better understand the impact of behaviour change sensitization.
  • Provide a comparison between baseline and endline results for all key indicators and provide justification for the change whether positive or negative.
  • Outline unintentional outcomes, either positive or negative, that transpired because of the project.
MethodologyThe final evaluation will be conducted via reviews of government documents and project reports, including the baseline report, annual reports, logic model and performance measurement frameworks. Surveys and interviews will also be conducted with government and civil society actors at the national, provincial and local level. Additionally, observation checklists will be used to assess the levels of infrastructure and their use and operation and maintenance in the targeted schools and health centers. Additional surveys and questionnaires and interviews will also help to determine the level of knowledge of teachers and staff on menstrual health care at the end of the project and compared to knowledge at the beginning of the project. Student and patient surveys will also be conducted to understand the level of acceptability of hygiene and sanitation facilities and menstrual products and materials in schools and health centers, including the acceptability of products that are being manufactured by the pad producers make a comparison with the level seen at the baseline evaluation. A survey will also be conducted with students to understand their level of knowledge of boys and girls on menstrual health and the current level of menstrual health of adolescent girls compared to the baseline assessment findings. The final project evaluation will conclude with a household survey of adult community members (men and women) in the targeted areas to determine their current knowledge of menstrual health, compared to their knowledge at the start of the project. An extended questionnaire will be used for women interviewed in the household survey, to identify their current level of menstrual health and use of menstrual hygiene products. All interviewees will be asked to give their written consent to participate in the final evaluation. If they are under 18 their consent and the consent of their parents/guardians will be required.
DeliverablesAll reports and deliverables must be in English, be free of grammatical or typo errors, and be a document ready for publication. This means that the document contains no factual errors or inaccuracies and that citations are used correctly. The deliverables to be submitted to WaterAid are as follows, but should not be limited to those listed below:

  • Study plans approved by WaterAid (including consultants’ responsibilities for identification, interviewing, contracting, training and supervision of enumerators) for the evaluation). The consultant to provide enumerators;
  • Sampling plan including the file with actual sample size calculation for all quantitative surveys;
  • Electronic copies of all quantitative and qualitative data collection tools for the evaluation;
  • Guide for supervisors and enumerators on data collection;
  • Copies of completed survey questionnaires, consent forms and qualitative notes;
  • Electronic copies of raw and final datasets, clean with syntax, in a readable format with accompanying codebook or data dictionary;
  • Electronic copy of qualitative matrices;
  • Report of the implementation of the survey: summary of the problems encountered and solutions used during the implementation of the questionnaire, data entry and data analysis;
  • Provisional report of the evaluation according to the format and page limits as per the endline evaluation reporting tool shared in Word;
  • Final reports approved by WaterAid for the evaluation according to the format and page limits defined in the Plan of presentations and disseminations section of the report of this ToR.
  • Electronic copies of presentations developed and delivered.

Consultancy ManagementThe Consultant will be managed by WaterAid Liberia’s Planning, Monitoring, Evaluation, Reporting and Learning Officer, WaterAid Liberia with support from Nicole Dagher, Programme Manager, WaterAid Canada and Chuchu K. Selma, Country Director, but will be expected to liaise with other CP staff, partners supporting WaterAid and other stakeholders as requested.
Terms & Conditions for the Consultant and TimetableThe Consultant should have the following qualifications

Expected:

  1. University degree in Medicine, Social Science, Public health, sexual and reproductive health, International Development, or other health- related field.
  2. At least 5 years’ experience at the national or regional level in the development, implementation, and management of sexual and reproductive health issues.
  3. Experience in writing proposals and reports.
  4. Over 5 years’ experience working in public health, preferably in Community Health, SRHR, Capacity Development using participatory methodologies, integrated WASH interventions focused role in Liberia.
  5. Demonstrate rich previous experience in conducting the same or similar work.
  6. Demonstrate knowledge of integrated WASH programming .
  7. Knowledge of Community Health and community engagement and Capacity Development programming.
  8. Excellent writing skills, including the ability to analyze and prepare concise and detailed reports.
  9. A good experience and relationship with various line ministries and actors in the WASH and Health Sectors and is knowledge of trending issues in these sectors.
