1.Background

The National Commission of Justice, Peace, and Caritas (NCJPC) is the one national body of the Catholic Church responsible to oversee the design, delivery, and evaluation of all efforts of the church to deliver charity, development, and social justice.

With support from the Catholic Relief Services (CRS), the NCJPC wants to develop an Emergency Preparedness Plan that will enable it reach out to the needed on time and prepared in difficult situations.

  1. Project Objectives

The overall objective of this consultancy is to document the recovery strategies, essential resources, and procedures necessary to implement a recovery process.

  1. Scope of Work

review the vision and mission of the Catholic Church based on NCJPC’s mandate; analyze hazards, vulnerabilities, capacities, and evaluate risk;

analyze the organization and potential partner’s capacity;

Funding

staff roles in an emergency

Hold stakeholder meeting(s) to validate the draft EPP;

Finalize EPP and submit to NCJPC

  1. Deliverables

Emergency Preparedness Plan

Report on the process including stakeholder consultations and workshops. Meeting will be organized by NCJPC

  1. Budget and Terms of Payment

The total budget for the engagement is $US 1,500.00, including fees, stationery, and questionnaire preparation for exercise. 10% withholding tax shall be deducted from the consultancy fee.

The following will be the terms of payment:

60% to be paid at the start of the consultancy

40% upon completion and submission of the draft report

  1. Time Span

This assignment is expected to be carried out for a period of 36 man- days– from May 25 – June 30, 2023.

  1. Institutional Arrangements

The consultant will report directly to the Program Manager of the NCJPC . NCJPC will provide all relevant background documents necessary for the assignment. NCJPC shall be responsible for the coordination of meetings and other activities under the consultancy. The Consultant will comply with all reporting deadlines. NCJPC will coordinate payments Expertise

  1. a) Academic qualification
  2. b) At least a master’s degree in a relevant field in the area of planning, public policy, development studies
  3. c) Experience

At least five years professional experience in emergency/disaster planning and response

Skills and competences

High level written and oral communications skills in English
