The National Commission of Justice, Peace, and Caritas (NCJPC) is the one national body of the Catholic Church responsible to oversee the design, delivery, and evaluation of all efforts of the church to deliver charity, development, and social justice.
With support from the Catholic Relief Services (CRS), the NCJPC wants to develop an ICT Guidelines & Procedure and Data Protection Policy for Safeguarding the Personal Data of all the persons we work with, and for taking actions for various ICT operations and activities.
The overall objective of this consultancy is to provide guidance in decision-making and taking actions for various ICT operations and activities and to ensure that NCJPC complies with national and international data protection laws and regulations,
∙ Review the vision and mission of the Catholic Church based on NCJPC’s mandate; ∙ Review National and International standards
∙ Review NCJPC’s Organogram
∙ Review of software
∙ Volume of data collected periodically
∙ Hold stakeholder meeting(s) to validate the draft Guidelines and Policy; ∙ Finalize Guidelines and Policy and submit to NCJPC
∙ Guidelines on ICT and Data Protection Policy
∙ Report on the process including stakeholder consultations and workshops. Meeting will be organized by NCJPC
The total budget for the engagement is $US 1,500.00, including fees, stationery, and questionnaire preparation for exercise. 10% withholding tax shall be deducted from the consultancy fee.
The following will be the terms of payment:
∙ 60% to be paid at the start of the consultancy
∙ 40% upon completion and submission of the draft report
This assignment is expected to be carried out for a period of 17 man- days– from June 19 – July 7, 2023.
The consultant will report directly to the Program Manager of the NCJPC . NCJPC will provide all relevant background documents necessary for the assignment. NCJPC shall be responsible for the coordination of meetings and other activities under the consultancy. The Consultant will comply with all reporting deadlines. At least a master’s degree Computer Security Administration
At least five years professional experience in developing ICT Guidelines and Data Protection
∙ High level written and oral communications skills in English
