The National Commission of Justice, Peace, and Caritas (NCJPC) is the one national body of the Catholic Church responsible to oversee the design, delivery, and evaluation of all efforts of the church to deliver charity, development, and social justice.
NCJPC lacks a proper strategy for internal and external mobilization of resources. With its legal status, the organization could access donor funding for programs and projects if an effective resource mobilization strategy is developed. The organization must work to ensure it has sufficient ability to raise the funds required to achieve its strategic goals and cover its
operational expenditure. There is huge potential to access donor funding for programs and projects relating to NCJPC core focus areas. Additionally, the Church serves as a potential resource to sustain NCJPC programs.
If the proper mechanisms are in place, NCJPC could become an effective link between partners and regional offices and the coordinated approach for all programs in the Catholic Church of Liberia
Title of Assignment: Consultancy service for Resource Mobilization Strategy
Brief Description of the Assignment: The consultant will develop a resource mobilization strategy for NCJPC and ensure that it is aligned with NCJPC‘s Strategic Plan.
Place of assignment: The consultant will work closely with the National Office based in Gaye Town, Old Road, Monrovia
Duration of the Assignment: 60 working days (from April 26 – June 30, 2024) Tentative date of commencement: April 26, 2024
Deadline for Application: April 22, 2024 not later than 17:00 GMT and must be clearly marked: “Expression of Interest for the NCJPC – Consultancy Service for Resource Mobilization Strategy”.

Interested eligible consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this assignment (documents, reference to similar services, experience in similar assignments, availability etc.), in addition to their CV.
The specific objective of the strategy is to increase sustainability of the organization. The goal is donor diversification of income and decreased dependence on funding from partners.
∙ Review the vision and mission of the Catholic Church based on NCJPC’s mandate; ∙ Map NCJPC’s activities/programs and identify funding gaps
∙ Map donor interests, priorities, funding windows and point to clear actions that should be taken to mobilize funds and develop/maintain relationships with these donors
∙ Develop a proposed plan for financial stabilization
∙ Hold stakeholder meeting(s) to validate the draft Guidelines and Policy; ∙ Consult with and gather information from resource mobilization functions and other entities across the System in support of the above responsibilities
∙ Finalize Strategy and Plan and submit to NCJPC
∙ A comprehensive resource mobilization strategy that includes an overview of the situation, a critical analysis of past fundraising experience, explores future opportunities and strategies, details workflow processed and mechanisms for contribution management and outlines a time-bound action plan (with key responsible focal points) to systematically research and raise funds for NCJPC
∙ An action plan that outlines clear time lines for the action proposed.
∙ Report on the process including stakeholder consultations and workshops. Meeting will be organized by NCJPC
The total budget for the engagement is $US 1,500.00, including fees, stationery, and questionnaire preparation for exercise. 10% withholding tax shall be deducted from the consultancy fee.
The following will be the terms of payment:
∙ 60% to be paid at the start of the consultancy
∙ 40% upon completion and submission of the draft report
This assignment is expected to be carried out for a period of 60 man- days– from April 26 – June 30, 2024.
The consultant will report directly to the Program Manager of the NCJPC. NCJPC will provide all relevant background documents necessary for the assignment. NCJPC shall be responsible for the coordination of meetings and other activities under the consultancy. The Consultant will comply with all reporting deadlines. NCJPC will coordinate payments
Expertise
Advanced university degree in Political Science, Social Studies, Communication, Journalism, Public Relations, Social Sciences, Development, Planning, Business Administration, communication or a related field.
∙ Experience in grant proposal development/ writing;
∙ Proven experience of developing a resource mobilization strategy;
∙ Clear knowledge of possible funders of initiatives such as NCJPC and their funding policies, timelines and checklists;
∙ Proven partnership development skills, project management skills, including budgeting and donor compliance;
∙ At least 10 years’ experience in the development sector, preferably in fundraising, resource mobilization or partnership building ideally including proposal and report writing.
∙ High level written and oral communications skills in English
