  • About The Project

 

 

Liberia emerging from more than a decade of civil war and a devastating period of Ebola and COVID 19 scourge, the country has over the years experienced a high urbanization rate to almost 71% without commensurate infrastructure development and urban basic services. One of the biggest problems facing post-conflict Liberia is that of poor waste management and sanitation. In many cases, uncontrolled waste disposal poses a direct threat to the health situation. Some of the contributing factors to the poor state of waste management according to available reports include:

 

  • deterioration and lack of capacity of the relevant urban authorities to provide the services
  • non-existent or non-functional waste collection and disposal systems in the municipalities,
  • inadequate legislation and/or weak enforcement of the existing ones
  • lack of commensurate financial and human resources,
  • lack of appropriate technologies for collecting, recycling, and disposing and effective mechanism to coordinate stakeholders including potential businesses in the waste management sector

 

Though National Environmental Policy provides a broad framework for the implementation of national objectives and plans. The policy aims at ensuring a sound management of resources and the environment that will attempt to avoid any exploitation of these resources in a manner that might cause irreparable damage to the environment. The Environmental Protection Agency (EPA) has very limited human and financial resources, very limited capacity to bring solid waste management discussions in Liberia, and to mobilise support for the implementation of the policy.

 

This project focuses on two cities in the South Eastern part of Liberia which are also county headquarters namely, Zwedru City in Grand Gedeh County, and Fishtown city in River Gee County. The two cities were selected as they are growing cities and Welthungerhilfe has operations in the two areas.

  • The Sustainable Waste Management Project is financed by the German Ministry for Economic Corporation and Development (BMZ) and implemented by Project New Outlook (PNO) a National NGO in collaboration with Welthungerhilfe (WHH) Liberia

 

  • The project runs for two years starting on December 1, 2020 and ends November 30, 2022. The project addresses the key indicators as follows:
  • Result 1: Functional waste management operational unit supported in the two cities providing coordinated and daily waste management services.
  • Result 2: Door to door waste collection and disposal services promoted as a community business model in the three cities.
  • Result 3: Low-cost waste recycling technologies and resource recovery introduced and supported promoting cottage industry in the sector.
  • Result 4: Multi stakeholder forum (MSF) established in the two cities integrating various interest groups in waste management decisions
  • Result 5: Communication strategies improved in the three cities with increased public information and education on waste management practices

The consultancy is addressing Result Four (4) of the project’s indicator.

 

  • The Objective Of The Consultancy

 

 

  • Cities zoning would seek to control the operations of the CBEs by assigning specific businesses to areas to facilitate monitoring and to reduce chances of fighting over customers.
  • To ensure that the two cities are properly zoned for the purpose of regulating and controlling the waste collection and disposal process and by which CBE a specific locality is assigned

 

  • Tasks And Responsibilities Of The Consultant.

 

 

The Consultant will be required to perform the following tasks and responsibilities:

  • Coordinate with the local stakeholders, City Corporation, EPA and MIA to zone the cities for Solid Waste deposit and collection by CBE considering a user pay approach
  • Provide a detailed map showing each zone and disaggregation of sources of Waste deposit and collection points
  • Produce codes for identified locations of Solid Waste Management by the project

 

 

  • Expected Outputs:

 

  • A final digitized map indicating a distinct zone for each CBE operations.

 

 

  • Requirements

 

 

The consultant should meet the following criteria:

  • A professional GIS mapper
  • Over 2 -3 years’ experience in the use of Arc GIS and development of city map
  • Bachelor’s Degree in Geography, Land-use policies,
  • or Public Health
  • Technical skills in land scaping, Mapping, and management for solid waste
  • Good working knowledge and communication skills

 

  • Time Frame/Duration

 

 

The consultancy is expected to commence in April 10 to 14, 2021 and will roll-out according to the following- timelines to ensure the completion of all key deliverables, the activities will last 10 days in the two cities.

  • Evaluation Methodology And Criteria

 

The evaluation of offers will use the Quality and Cost Based Selection methodology as detailed in Annex C.

  1. Detailed evaluation to assess the technical quality of bids against the criteria in the Terms of Reference in the invitation and determine their total technical score.
  2. Financial comparison of those bidders who were substantially responsive and determination of the financial score of each bid;
  3. Technical and financial scores will be combined, using the weightings given in the invitation, to give a total score for each bid and to and to determine the best evaluated bid. The bidder with the highest total score will be ranked first and recommended for contract award, subject to any negotiations required.

 

 

  • Mode Of Consultant’s Payment

 

 

The payment to the consultant will be made based upon the acceptance of the ToR and signing of the contract as per the renumeration terms defined in the contract.

  • Demonstrated previous experience in the use of arc GIS, development of map and other qualifications outlined in this announcement, with a particular focus on knowledge of waste management.
  • A proposed timeframe, detailing activities and a schedule/work plan (including a Gantt chart)
  1. A financial proposal with a detailed breakdown of costs: • Itemized consultancy fees/costs • Itemized administrative expenses
  2. Curriculum Vitae(s) of all proposed team members outlining relevant experience
  3. Names and contact information of three references who can be contacted regarding relevant experience
  4. A Consulting Firm profile (if applicable).
