BACKGROUND
IDLO is implementing the third phase of the Fighting Trafficking in Persons (TIP III) project in Liberia. The project aims to promote sustainability in the capacity building and coordination efforts previously supported and enhance the ability of the Government of Liberia (GOL) to investigate, prosecute, and adjudicate TIP cases. With this third iteration of the TIP project, IDLO aims to promote sustainability both in the capacity building and coordination mechanisms previously supported, so as to ensure that the GOL is able to increase the frequency and quality of TIP identification, investigation, prosecution, and adjudication.
In previous projects, IDLO complemented the efforts of the GOL in combating TIP, including support provided for the amendment of the human trafficking law and training of law enforcement and justice actors. While marked achievements have been made over the years, domestic trafficking remains high and efforts to identify where this is the most prevalent in Liberia remain weak. The National Anti Trafficking Taskforce (NATT) Secretariat has not been able to conduct a study to understand the situational context of domestic trafficking. This is turn affects how implementation of prevention and protection efforts is handled, particularly outside of Montserrado County. This has an impact on annual planning for the implementation of the National Action Plan (NAP) insofar as prevention efforts are concerned and has a knock-on effect on targeted support from development partners.
THE ASSIGNMENT
In light of the above, IDLO is seeking the services of two (2) consultants to support the NATT Secretariat in conducting a TIP situational risk analysis detailing the incidents, prevalence, and trends of TIP in Liberia. This effort is aimed at generating a report that identifies the following:
1) Common threats: push factors, trends, predictions, and overall approach of domestic traffickers 2) Level of vulnerabilities: identify who are the most common persons affected and where vulnerabilities are the most prevalent and why; and identify the most common forms of exploitations of persons;
3) impact: assess the effect of the threats and vulnerability levels with a view to strengthening TIP monitoring and reporting of the above.

The assignment will be conducted in two regions of Liberia as detailed below:
1) Region 1: Nimba, Bong, and Grand Bassa.
2) Region 2: Grand Cape Mount, Bomi and Margibi
The analysis should be informed by a desk review of available information, in-person interviews to obtain observations from law enforcement officers, labor inspectors/commissions, and community members, especially those in vulnerable communities within in rural counties with high levels of susceptibility to domestic trafficking.
The report from the risk assessment will provide IDLO, partners, and beneficiaries with insights as to any required changes in the technical support of prevention efforts currently being provided to the GOL through the project. Findings from the assignment will be used to generate bi-annual reports on the status of TIP in Liberia which will ultimately feed into the GOL’s annual TIP report. In addition, the report will be used to elevate technical and political discussions to ensure that adequate prevention interventions are planned and implemented in line with the realities in Liberia.
DUTY STATION
The location of the assignment is defined as Monrovia, Liberia and will require travel to the regions and cities detailed above.
