POSITION TITLE: CONSULTANT: ADMIN & ACCOUNT OFFICER

OPENING DATE: September 3, 2024 CLOSING DATE: September 10, 2024

WORK HOURS: Full-time: 40 hours/week

LOCATION: U.S. Embassy, Monrovia, Liberia DURATION: The Tenure for this Contract is for Three (3) Months with a Salary of USD$500.00 Monthly and is Subject to renewal base on the availability of funds.

STATEMENT OF DUTIES:

  1. BASIC FUNCTION OF POSITION

The Admin and Account consultant is responsible for managing both administrative and financial tasks within the Ducor Credit Union. Overall, the Admin and Account Officer ensures smooth office operations while maintaining accurate financial records and supporting the organization’s financial health. Their basic functions include:

Administrative Duties:

  • Managing office operations, including scheduling, correspondence, and maintaining records.
  • Coordinating meetings, events, and travel arrangements.
  • Handling communication with internal and external stakeholders.
  • Ensuring the office environment is organized and efficient.
  • Proper daily filing system in the account department.
  • Perform other administrative duties as assigned by supervisor.

Accounting Duties:

  • Managing accounts payable and receivable.
  • Preparing and processing invoices, receipts, and payments.
  • Support the maintenance of financial records, including general ledger entries.
  • Conducting financial analysis, such as tracking expenses and revenue.
  • Assisting in the preparation of financial statements and reports.
  • Financial Statement Preparation, Reporting, Analysis and Interpretation.
  • Management Account Reporting, Budgeting and Variance Analysis.
  • Ensure internal Controls, Auditing, Payroll Administration and Strategic Financial Planning.
  • Daily imputation of financial entries into the accounting software
  • Monthly Bank Reconciliation Statement, Reconciliation of Ledgers, and Resolving of the Differences.
  • Support the management of savings and loan accounts and transactions.
  • Petty cash management.

REQUIREMENTS AND SKILLS

  1. 1. Education: Bachelor’s degree in administration & accounting, Finance, or Business Administration or a comparable quantitative field.
  2. Prior Work Experience: At least five years of experience in a professional administrative and accounting or financial management or auditing desired.
  3. Language Proficiency: English. Good writing skills are required.
  4. Knowledge: A working knowledge and understanding of professional Admin and accounting principles, theories, practices, and terminology, as well as, the principles and accepted practices of banking and business finance, accounting, budgeting, and reporting is desired.
  5. Skills and Abilities: The applicant must be VERSATILE with the following skills: Must be able to review and constructively critique basic technical and financial data orally and in writing, and a quick learner. Advanced Knowledge in Accounting Entries Treatment with internal Controls, Auditing, Payroll Administration and Strategic Financial Planning. Advance Microsoft Office Suite Knowledge, Business Planning, Tax Planning & Management and Working Capital Management. Ability to perform in a team spirit and to maintain cordial and professional relationships with fellow employees and the Union leadership. Should be able to assimilate, distill, prioritize, and present varied and basic processing and spreadsheets. The ability to use computer-based analytical programs and accounting systems is highly desirable.

EVALUATION AND SELECTION FACTORS

The Evaluation Factors listed below will be the basis for evaluating and ranking applicants for

the position. Applicants will be scored based on the documentation submitted within the application. Applicants must submit a supplemental document outlining their responses to the evaluation factor to be considered.

  • Selection Process:

After the closing date for receipt of applications, a committee will convene to review applications that meet the minimum requirements and evaluate them in accordance with the evaluation criteria. As part of the selection process, the most qualified candidates will be interviewed. Reference checks will be made only for applicants considered as finalists. The applicant’s references must be able to provide substantive information about his/her past performance and abilities.

  • Evaluation Factors

Those applicants who meet the minimum education and experience qualifications will be evaluated based on the content of their application as well as on the applicant’s writing, presentation, and communication skills. Applicants should include their name and the announcement number at the top of each additional page. Failure to specifically address the Evaluation Factor will result in the applicant not receiving full credit for pertinent experience.

  • FACTOR: Work experience (20 points):

In 200 words or less, describe your prior work experience: Demonstrated experience in loan operations, accounting, budgeting, reporting, and general financial management. Experience in reviews of internal controls, funds control, and availability. The incumbent must have knowledge in Financial Management; a history of success in one or more of the position’s responsibilities should be highlighted.

  • Basis of Rating

Applicants determined to be competitively ranked will also be evaluated on their interview performance, and satisfactory professional reference checks.

The Applicant Rating System is as follows:

  • Evaluation Factors 40 points
  • Interview Performance 50 points
  • Application package 10 points
