Under the auspices of the Ministry of Labor, the National Anti-Trafficking Taskforce (NATT), is
responsible for coordinating the efforts of the Government of Liberia to combat trafficking-inpersons (TIP). The NATT is led by the Minister of Labor in his capacity as Chairperson and
supported by a Secretariat.
BACKGROUND
Through the Fighting Trafficking in Persons in Liberia project, the International Development
Law Organization1 (IDLO) is providing technical support to the Government of Liberia (GoL) to
ensure that actors working to counter trafficking-in-persons coordinate and report their activities
under the framework of the National Action Plan to Combat Human Trafficking i.e. the NAP. The
NAP is the Government’s guiding policy document and strategic roadmap on TIP.
The NAP reaffirms the Government of Liberia’s zero tolerance stance in the fight against all forms
of human trafficking in Liberia. As a national framework document, the NAP is a direct response
to national, regional, and international priorities to address challenges associated with
trafficking-in-persons and migrant smuggling.
The NAP was designed with national commitment aimed at adhering to regional and international
treaties and conventions including the United Nations Convention Against Transnational
Organized Crime (UNTOC) which was adopted by General Assembly Resolution 55/25 of 15
November 2000. Through the NAP, the Government, with technical and funding support from
partners, committed to addressing TIP challenges by addressing issues based on the following 4Ps
essential to addressing trafficking holistically:
• Prevention: GoL and partners explored good practices in interventions that increased
civic engagement and public education/awareness, addressing issues associated with the
exploitation of persons for the purpose of forced labor, domestic servitude, forced begging,
forced marriage, prostitution, etc.
• Protection: efforts were aligned to regional and national good practices linked to the
protection of victims of TIP – particularly women and children – by exploring structural
and policy responses, as well as the direct support and assistance provided to victims,
including legal and psychological assistance.
• Prosecution: efforts were focused on strengthening the criminal justice system in
identifying, investigating, and prosecuting perpetrators of TIP. It also covered efforts in
improving mutual legal assistance and cooperation to address transnational organized
crime, particularly improving sub-regional collaboration in combating TIP.
• Partnership: efforts focused on improving collaborative partnerships to combat TIP by
improving coordination between and among and within partners, building a community
of practice (CoP) based on partners’ shared visions in supporting GoL to effectively combat
TIP.
The 2019 – 2024 NAP ended on 31 December 2024 following which, in early 2025, the NATT
conducted a comprehensive review of progress made and challenges encountered during its
implementation. The NATT is currently engaging with stakeholders to collaboratively develop a
new NAP for the next five years (2025-2029) to define the Government’s policy agenda on TIP.
The next NAP will be informed by the outcomes from the review exercise; emerging national,
regional, and international issues and trends on TIP; and in line with the ARREST Agenda for
Inclusive Development (AAID) to effectively address challenges in combating TIP, illegal
migration, and migrant smuggling.
THE ASSIGNMENT
The Government of Liberia, in partnership with IDLO, is seeking the services of a consultant to
work alongside the NATT and its Secretariat to the develop the 2025 – 2029 NAP.
DUTIES AND RESPONSIBILITIES
Under the overall supervision, strategic guidance, and direction of the Minister of Labor in his
capacity as Chairman of the NATT, and working in close collaboration with IDLO, the
Consultant will be responsible for the following:
Task 1: Conduct a desk review of background documents, preliminary
consultations, and submit an inception report for the assignment
• Conduct a desk review of existing, relevant TIP documents including the 2019 – 2024 NAP,
Standard Operating Procedures (SOP), National Referral Mechanism (NRM), Annual TIP
Reports, etc.;
• Conduct preliminary consultations with members of the NATT, the Secretariat, national and
international development partners, non-governmental organizations, civil society
representatives, etc.;
• Conduct a review of existing monitoring and evaluation (M&E) and reporting tools; analyze
current capacity of TIP actors in leading monitoring and reporting efforts;
• Submit an inception report that demonstrates clear understanding of and approach to the
assignment, including a clear facilitation guide for the drafting of the new NAP, and a
comprehensive workplan, with practical timelines for the submission of deliverables.
Task 2: Facilitate five (5) days working session with TIP stakeholders to draft
the 2025 – 2029 NAP
• Review of findings from the review of the 2019 – 2024 NAP and highlight key successes,
challenges, and missed opportunities over the implementation period of the NAP for
consideration in the 2025 – 2029 NAP;
• Facilitate working sessions to define a clear vision and strategic direction for the 2025 – 2029
NAP; define clear objectives, outcomes, and outputs for the Plan with clear and realistic
progress indicators;
• Facilitate working sessions to inform the development of a monitoring framework and
reporting tools to guide the monitoring and reporting against the NAP;
• Draft and submit the NAP (2025-2030) to the NATT for review and feedback.
Task 3: Facilitate a validation exercise to finalize the NAP, monitoring
framework, and reporting tools
• Facilitate a two (2) day validation workshop with key TIP stakeholders to review feedback,
consolidate expert opinions, and elicit technical insights to inform the completion of the NAP,
the monitoring framework, and reporting tools.
Task 4: Strengthen the capacity of the NATT Secretariat to guide
implementation of the NAP and increase their ability to develop
quarterly and annual reports to document progress against
implementation of the NAP
• Develop concept notes, training materials, and monitoring and reporting templates for use
by the NATT Secretariat to coordinate Government and TIP stakeholders’ efforts in
implementation of the NAP.
• Organize and facilitate a three (3) day Training of Trainers (TOT) workshop on the use of TIP
monitoring and reporting tools for members of the NATT and Secretariat.
• Facilitate a 1-day workshop to strengthen the capacity of major stakeholders on results-based
monitoring and reporting against the NAP.
o The Consultant should ensure participation of at least 15 civil servants participate in
results- based monitoring and reporting.
• Submit a report highlighting the results achieved from capacity building activities with
technical recommendations for follow-on actions.
Task 5: Submit a final version of the 2025-2029 NAP along with a clear results
framework, and the monitoring and reporting tools
• Submit to the Office of the Minister of Labor, the final version of the NAP along with a clear
results framework, and the monitoring and reporting tools.
• Submit a closeout report for the assignment with recommendations on how to effectively
implement the 2025 – 2029 NAP
DELIVERABLES:
The consultant is responsible for the following deliverables:
1. Submit an inception report including a workplan for the assignment
2. Five (5) day working session with TIP stakeholders to draft the new NAP (2025-2039).
3. First draft version of 2025 – 2029 NAP submitted to the NATT for review and feedback.
4. Validation workshop to finalize the NAP, monitoring framework, and reporting tools.
5. Training provided to NATT Secretariat on results-based planning, implementation,
monitoring, and evaluation to guide implementation of the NAP;
6. Final draft of the 2025 – 2029 NAP, including result frameworks, and monitoring and
reporting tools submitted to NATT.
IDEAL PROFILE OF CANDIDATE
• At least 7 years of relevant work experience, preferably in Liberia. Experience working on
trafficking in persons, illegal migration, or migrant smuggling is a strong asset;
• A bachelor’s degree in public policy or other social sciences is required; a master’s degree
in a similar field is an added advantage.
• Prior experience working with governments in strategic planning, policy, and institutional
development; at least 10 years relevant work experience in the development context in
Liberia;
• Must possess technical report writing skills and have demonstrable experience in
facilitating workshops and adult learning sessions.
• Experience in working with international organizations is an added advantage.
• Demonstrate and provide examples of current and previous experience in the completion
of similar assignments, for both national and international development organizations.
• The consultant must be based in Monrovia, Liberia and be available for face-to-face
meetings with stakeholders.
LANGUAGES
• Strong professional oral and written English skills are required.
DUTY STATION
• The location of the assignment is Monrovia, Liberia.
TERMS AND CONDITIONS
• The Consultant will be contracted by IDLO. IDLO shall offer a Single Engagement
Agreement for fifteen (20) days between 30 June and 30 August 2025.
