FOR THE CONSULTANCY CONTRACT OF: Call for Applications
- Duty Station of the Consultancy: Mano River Congo, Porkpa District, Grand Cape Mount County
- Duration of Consultancy: Three (3) months with possibility of extension
- Nature of the consultancy: Support to the implementation, monitoring, and reporting of project activities within the GOLA-REAP (Resilience, Empowerment, Access, and Peacebuilding) Project in Liberia. Category A Consultancy
Project Context and Scope: The GOLA-REAP project, funded by the United Nations Peacebuilding Fund (PBF), was officially launched on February 27, 2025. The project aims to strengthen relationships between local communities, forest rangers, and border authorities within the Gola Forest landscape, a protected ecosystem shared between Liberia and Sierra Leone that supports biodiversity, livelihoods, and cross-border trade. By fostering collaboration and trust among these key stakeholders, it promotes conflict prevention, peaceful dispute resolution, and sustainable resource management in this important border region. In addition, GOLA-REAP seeks to mitigate conflict risks stemming from land disputes, resource competition, irregular migration, and weak governance. Beyond conflict prevention, the project prioritizes the empowerment of young people—both men and women—while promoting economic resilience through climate-smart agriculture and inclusive local governance. By expanding sustainable livelihood opportunities, GOLA-REAP aims to reduce their vulnerability to illicit activities and strengthen their role in peacebuilding efforts.
The project is jointly implemented by the International Organization for Migration (IOM) and the World Food Programme (WFP) offices in Liberia and Sierra Leone, in close collaboration with the governments of Liberia and Sierra Leone, local authorities, the Mano River Union (MRU) Secretariat, as well as civil society organizations (CSOs) and community-based organizations (CBOs).
IOM Liberia, as the lead agency, is seeking to fill the position of Project field Assistant to support the implementation of the GOLA REAP project in Liberia. Under the overall supervision of the Programme Support Officer, and in collaboration with the Project Coordinator in Monrovia, Liberia. The successful candidate will provide programmatic and administrative support to ensure the successful implementation of the GOLA REAP project in Liberia in Cape Mount and Gbarpolu Counties. This will involve close coordination with IOM support units (logistics, procurement, finance, resource management and other relevant focal points) and service providers, adhering to IOM’s internal procedures and collecting proper documentation in a timely manner.

- Organizational Department / Unit to which the Consultant is contributing Programme Support Unit, GOLA-REAP Project, International Organization for Migration (IOM), Liberia.
- Category A Consultants: Tasks to be performed under this contract
- a) Assist in the implementation and monitoring of project activities.
- b) Retrieve, compile, summarize, and present information/data on specific project topics. c) Monitor budget; verify availability of funds; obtain necessary approval and update budget related information.
- d) Support administrative coordination of project implementation, involving liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc.
- e) Draft status reports, identifying shortfalls in delivery and bringing them to the attention of the supervisor.
- f) Draft correspondence, reports, briefing notes, graphics, statistical tables, presentations and other forms of documentation.
- g) Evaluating the needs of the target community or beneficiaries
- h) Organize meetings, workshops and training sessions.
- i) Liaise with local authorities, community leaders, civil society organizations, and other stakeholders j) Facilitating communication between the field and the head office and performing other related duties as assigned. Facilitate communication between the field operations and head office, as well as perform other related duties as assigned.
- Performance indicators for the evaluation of results
– Timely and accurate implementation of project activities as per the work plan.
– Regular and detailed submission of project status reports and documentation.
– Effective budget monitoring and compliance with financial guidelines.
– Successful organization and facilitation of community meetings, workshops, and training sessions. – Positive feedback from project stakeholders and community representatives.
- Education, Experience and/or skills required
Education
Bachelor’s degree in political or social sciences, International Relations, Development Studies, Peace and Development Studies, Human Right Law, Social Work or related fields from accredited academic institutions with two years of relevant experience.
Experience
- a) Experience in facilitating community dialogues, workshops, and training sessions focused on conflict resolution, peacebuilding, and reconciliation
- b) Proven ability to engage with local communities, understand their needs, and foster inclusive decision making processes

- c) Hands-on experience in implementing peace-building initiatives, including planning and executing activities in line with project objectives
- d) Ability to work with various stakeholders, including local leaders, civil society organizations, and government agencies
- e) Familiarity with local cultural dynamics, social norms, and political contexts, which is crucial for effective peacebuilding
- f) Experience in developing and using monitoring and evaluation systems to track project progress and impact
- g) Skills in preparing detailed reports on project activities, outcomes, and lessons learned h) Ability to address and resolve issues that arise during field operations
- i) Prior work experience with international humanitarian organizations, non-governmental organizations or government institutions/organizations in a multi-cultural setting is an added advantage.
Skills
- a) In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
- b) Knowledge of UN and bilateral donor programming.
- c) Knowledge of financial rules and regulations.
- d) Able to work independently, under pressure, able to maintain accuracy, pay attention to details, meet deadlines and working with minimal supervision
- e) Strong interpersonal and intercultural skills with proven ability to work effectively and harmoniously with a team of colleagues.
- f) Demonstrated ability to maintain integrity in performing responsibilities assigned. g) Solid computer skills, including proficiency in MS Office package (Office, Excel, Power Point, Outlook), internet and Email
- Travel required
Frequent travel within Grand Cape Mount and Gbarpolu Counties and occasional travel to Monrovia and Sierra Leone as required.
