POSITION TITLE: CONSULTANT LOAN OFFICER

OPENING DATE: September 3, 2024 CLOSING DATE: September 10, 2024

WORK HOURS: Full-time: 40 hours/week

LOCATION: U.S. Embassy, Monrovia, Liberia DURATION: The Tenure for this Contract is for Three (3) Months with a Salary of USD$500.00 Monthly and is Subject to renewal base on the availability of funds.

STATEMENT OF DUTIES:

  1. BASIC FUNCTION OF POSITION

We are seeking a consultant to serve as a Loan Officer for the Ducor Credit Union. In this role, you will be responsible for evaluating and processing loan applications from our members. You will act as the liaison between the Ducor Credit Union, our Loan Committee, and the Management Team, ensuring that qualified applicants receive their loans in a timely manner. Additional responsibilities include monthly analysis of general ledger accounts, revenue and expense analysis, and monthly financial statements. Meet the needs of our members and employees by providing quick and accurate service in a professional manner.

We are seeking a consultant to serve as a Loan Officer for the Ducor Credit Union. In this role, you will be responsible for evaluating and processing loan applications from our members. You will act as the liaison between the Ducor Credit Union, our Loan Committee, and the Management Team, ensuring that qualified applicants receive their loans in a timely manner.

Additional responsibilities include conducting monthly analysis of general ledger accounts, performing revenue and expense analysis, and preparing monthly financial statements upon request from the Acting Sir. Accountant. You will also be expected to meet the needs of our members and employees by providing quick and accurate service in a professional manner.

 

MAJOR DUTIES AND RESPONSIBILITIES:

  • Evaluate credit worthiness by processing loan applications and documentation within specified limits.
  • Review applicant’s savings and loan information to determine financial eligibility and feasibility of granting loans.
  • Work with the Ducor Credit Union ratios and metrics to set up loan payment plans using the existing system.
  • Provide monthly loan to deposit ration analysis monthly and justify decisions (approvals/rejections) and report on them.
  • Review the full loan application to ensure compliance with board resolutions, loan procedures and council members on policies and restrictions.
  • Update yourself with the types of loans scams of the Ducor Credit Union including financial loan and any other new loan scam that may be brought on board.
  • Maintain and update the different loan scams account and records for monthly reporting.
  • Assess Ducor Credit Union loan needs, explore all options for the introduce different types of loans and make recommendations to the management team for onward submission to the board of directors.
  • Go the “extra mile” to build trust relationships, Ducor Credit Union members loyalty and satisfaction throughout the underwriting process.
  • Operate in compliance with laws and regulations and adhere to lending compliance guidelines of the Ducor Credit Union.
  • Support the preparation of weekly cash analysis reports, and monthly financial reports.
  • Support the preparation of annual budget and monthly budget performance report/budget Vs actual analysis.
  • Work with the team to ensure that daily Posting and reconciliation of accounts are done weekly and Monthly.
  • Work with the team to ensure the daily reconciliation of journal entry activities in the accounting reporting/posting System.
  • Support the processing of all checks/transfers for members/stakeholders.
  • Work with the team to post transactions in various banking online platforms (ECOBANK OMNI, GT BANK GAPS, UBA ONLINE BANKING, ETC.)
  • Work with the team to ensure bank reconciliations are timely produced and reviewed for approval and follow-up on un-reconciling items.
  • Work with the team to analyze, Reconcile, and post bank adjustments in a timely manner.
  • Work with the team to post general ledger entries to reflect various activities; and prepare journal entries for general ledger closure.

 

REQUIREMENTS AND SKILLS

  1. Education: Bachelor’s degree in accounting, Finance, or Business Administration or a comparable quantitative field (master’s degree is an added advantage).
  2. Prior Work Experience: At least five years of experience in either in a loan environment, professional accounting or financial management or auditing desired.

 

  1. Language Proficiency: English. Good writing skills are required.
  2. Knowledge: A working knowledge and understanding of professional loan and accounting principles, theories, practices, and terminology, as well as, the principles and accepted practices of banking and business finance, accounting, budgeting, and reporting is desired.
  3. Skills and Abilities: Must be able to review and constructively critique basic technical and financial data orally and in writing, and a quick learner to take on more complex data as quickly as possible to perform at a considerable level. Ability to perform in a team spirit and to maintain cordial and professional relationships with the Union leadership. Should be able to assimilate, distill, prioritize, and present varied and basic processing and spreadsheets. The ability to use computer-based analytical programs and accounting systems is highly desirable.

EVALUATION AND SELECTION FACTORS

The Evaluation Factors listed below will be the basis for evaluating and ranking applicants for

the position. Applicants will be scored based on the documentation submitted within the application. Applicants must submit a supplemental document outlining their responses to the evaluation factor in order to be considered.

  • Selection Process:

After the closing date for receipt of applications, a committee will convene to review applications that meet the minimum requirements and evaluate them in accordance with the evaluation criteria. As part of the selection process, the most qualified candidates will be interviewed. Reference checks will be made only for applicants considered as finalists. The applicant’s references must be able to provide substantive information about his/her past performance and abilities.

  • Evaluation Factors

Those applicants who meet the minimum education and experience qualifications will be evaluated based on the content of their application as well as on the applicant’s writing, presentation, and communication skills. Applicants should include their name and the announcement number at the top of each additional page. Failure to specifically address the Evaluation Factor will result in the applicant not receiving full credit for pertinent experience.

  • FACTOR: Work experience (20 points):

In 200 words or less, describe your prior work experience: Demonstrated experience in loan operations, accounting, budgeting, reporting, and general financial management. Experience in reviews of internal controls, funds control, and availability. The incumbent must have knowledge in Financial Management; a history of success in one or more of the position’s responsibilities should be highlighted.

  • Basis of Rating

Applicants determined to be competitively ranked will also be evaluated on their interview performance, and satisfactory professional reference checks.

The Applicant Rating System is as follows:

  • Evaluation Factors 40 points
  • Interview Performance 50 points
  • Application package 10 points
