BACKGROUND
IDLO Liberia is implementing the third phase of the Fighting Trafficking in Persons project i.e. TIP III. The project aims to promote sustainability in the capacity building and coordination efforts previously supported and enhance the ability of the Government of Liberia (GOL) to investigate, prosecute, and adjudicate trafficking
in-persons (TIP) cases. Under this phase of the project, a TIP-victim centered approach is being applied in all interventions.
While the Government of Liberia has made considerable strides in strengthening efforts to combat TIP, the National Anti-Human Trafficking (NATT) Secretariat still requires technical support to fulfil its mandate which among others, includes the production of annual TIP reports in line with the targets set out in the National Action Plan (NAP) and the Trafficking Victims Protection Act (TVPA). The annual report will serve as monitoring tool to inform the Government of Liberia about the progress it has made in TIP efforts over the 2022 – 2023 implementation period.
THE ASSIGNMENT
In light of the above, IDLO seeks the services of a short-term consultant to support the NATT Secretariat in development of the Annual TIP Report.
DUTY STATION
The location of the assignment is defined as Monrovia, Liberia.
DUTIES AND RESPONSIBILITIES
Under the overall supervision of the IDLO Country Manager and in close collaboration with the Field Program Coordinator and Legal Specialist, the Consultant will be required to:
- Coordinate with NATT to identify partners working on TIP-related activities that are in line with the National Action Plan;
- Coordinate with the NATT to gather data/information from the TIP case management system;
- Coordinate with NATT to review and gather information from reports submitted by TIP actors;
- With support from the NATT Secretariat, develop the 2022 – 2023 Annual TIP Report documenting progress, achievements, gaps, and challenges in line with the NAP;
- Lead a validation workshop on the draft report to inform partners and government actors of key issues highlighted in the report; gather inputs, comments and feedback from stakeholders and partners on the draft report; • Finalize the 2022 – 2023 Annual TIP Report;
- Develop a simple report writing guide and template for the NATT Secretariat and conduct a technical report writing workshop to help strengthen the capacity of the NATT Secretariat staff to lead with future development of TIP annual reports.
DELIVERABLES
The consultant is responsible for the following deliverables:
- Submission of an inception report which demonstrates an understanding of the assignment and includes a proposed methodology and workplan (key tasks and timelines) for the assignment;
- Initial draft of the Annual TIP Report focusing on the four Ps (prevention, protection, prosecution, partnership) and in line with commitments made under the NAP for 2022-23;
- Validation workshop to present the draft TIP report to stakeholders and gather inputs, feedback, and comments on the draft report;
- Final version of the 2022 – 2023 Annual TIP Report incorporating feedback from the validation workshop as needed;
- Technical report writing workshop for NATT Secretariat to improve their capacity in technical report writing;
- Final report upon completion of the assignment, highlighting final report key findings from the analysis and recommendations for IDLO and the key stakeholders.
IDEAL PROFILE OF CANDIDATE
Education and Experience
- Advanced degree in law, social sciences/social development, education, public policy, international development;
- At least ten years working experience, and familiar with working with Government, preferably in the justice sector and security sectors; • Expertise and experience in justice sector reform, rule of law and human rights programming, with knowledge and experience in trafficking-in persons and SGBV;
- Demonstratable experience in conducting capacity building training and workshops;
- Experience working in post conflict contexts, preferably in West Africa; previous experience in Liberia is strongly preferred
- Demonstratable experience in delivering similar assignments for government institutions or development partners is an advantage
Specific technical skills, competencies, and knowledge
- Sound organizational and planning skills.
- Solid understanding and knowledge institutional development, justice, and security sector reform.
- Excellent interpersonal and communication with ability to work constructively with a range of stakeholders;
- Excellent writing and analytical skills; strong technical report writing skills • Strong knowledge and use of Microsoft Word, Excel, and PowerPoint • Keen sense of ethics, integrity, and commitment to IDLO’s mandate
Languages
- Strong professional oral and written English skills are required.
