II. Background |
The United Nations Migration Agency (IOM) in collaboration with the Liberian Ministry of Labor seek a qualified Liberian National construction company for the rehabilitation of two safe houses for the reintegration of Victims of Trafficking (VOTs) as described in the scope of work below The goal of this project is to reinforce the capacity of the Government of Liberia to deliver victim-centered and trauma-informed protection services to victims of trafficking affected by the pandemic of COVID-19 by providing suitable shelter and comprehensive services in line with international protection standard. The renovation will include sustainable building materials as listed below and work is expected to be completed (ready for use) by October 30, 2022. |
III. Scope of Work |
Qualified Construction company will conduct a general assessment on the conditions of the two (2) safe shelters in Lower Margibi county and prepare a comprehensive estimate and budget for renovation which requires the following: – Interior/exterior decoration: vanishing, cement plastering, wall-painting, buckets/colours of paints, tile laying – Electricity: rewiring, wall socket installation/replacement and the lighting (bulbs installation) – Workmanship: service fees for engineers which include electricians, plumbers, and carpenters and gardeners if necessary. – Carpentry: windows, doors and ceiling repairs, – Plumbing, repairing of sinks(bath & kitchen), bath tubs and sewage and drainage and water supply repair, water pump and poly tanks is installed |

VI. Eligibility & Qualification Criteria |
Grant will be awarded to a Construction Company based on the following considerations: ✓ Portfolio: Diploma and Certificate / License of Construction company. ✓ A comprehensive financial proposal – the financial proposal shall specify an all-inclusive fee, in, requested for the completion of tasks described in the Terms of Reference ✓ The assignment expected to be a full-time engagement (8hrs/day, 5days/week). ✓ The contractor is responsible for any costs incurred to set up and maintain the proper work environment. |

Safe homes are accessible and fitting for use with comfortability key to its users. |
VII. Selection Criteria |
Contracting CSO/CBO will be selected based on technical (75%) and financial (25%) assessments. The technical assessment will review the following: ✓ Relevance of capacity to achieving expected deliverables (30%); ✓ Experience working with international organization (5%); ✓ Realistic work plan and timeline to complete activities (5%); ✓ Applicants’ institutional capacity and relevant experience (15%). ✓ Sustainability of intervention (5%). The financial assessment will review: ✓ Value for money (20%); ✓ Administrative management (5%) |
VII. Submission Requirements |
The Construction company must meet the requirements should submit application with the following: I. Cover Page II. Proof of legal registration, Tax Clearance, III. LRA Receipt. IV. CV of key staff for the project. V. Institutional profile – a brief description of your organization, including its registration details and relevant experience and competencies. |
