Chemonics seeks a Country Director for the USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project in Monrovia, Liberia. The Country Director is responsible for providing overall strategic direction and leadership for the GHSC-PSM project in Liberia. The Country Director will manage the development of technical strategies and work plans; monitor programmatic, financial, and administrative performance; supervise the administration of standard project operating and financial procedures; manage short and long-term technical assistance; and maintain effective communication with the client, the home office, the public and private sectors, and other donors and cooperating agencies.

GHSC-PSM is a multi-billion dollar USAID funded objective, consolidating the previous procurement and assistance components of the Supply Chain Management System (SCMS) and Deliver programs and is the primary vehicle through which USAID will procure lifesaving commodities to partner countries. Supporting key global health initiatives in HIV/AIDS, malaria, reproductive health, maternal and child health and Zika, the project encompasses three primary objectives: global commodity procurement and logistics; systems strengthening to support in-country supply chain management; and collaboration via strategic engagement to improve long-term global supply of health commodities.

Responsibilities include:

  • Maintains strong and positive working relationships with clients and partners including USAID and local governments.
  • Develops and implements annual work plans and budgets that reflect the priorities of USAID, the ministry of health, and other stakeholders.
  • Ensures the use of appropriate management methodologies to plan, organize, and control resources to achieve goals.
  • Develops, updates, and implements performance monitoring plan that encompasses commodity security and logistics management indicators and includes project-wide performance measures. Oversees regular data collection and reporting and leads quarterly reviews of performance analysis to identify issues and drive evidence-based interventions.
  • Develops and implements risk mitigation strategies for procurement and logistics services. Assesses risks quarterly and implements risk management/mitigation strategies. Ensures compliance with procurement standard operating procedures, including supplier order fulfillment, order tracking customs clearance/freight forwarding, storage and distribution, and logistics management information systems.
  • Coordinates with relevant stakeholders in the provision of assistance to build the capacity and capability of national systems.
  • Reports results of the project’s work to USAID, ministry of health, other funders, and the home office. Ensures timely submission of all deliverables.

Qualifications:

  • Advanced degree in health or a management-related discipline
  • Minimum eight years of experience in public health program management, pharmaceuticals and medical supplies, or supply chain management systems
  • Experience as Country Director/Chief of Party or Deputy Chief of Party for a USAID program Demonstrated ability to manage and implement complex USAID public health programs or projects in a low- or middle-income country context
  • Skilled in leading and managing high-performing teams
  • Demonstrated ability to work with cooperating partners in implementing complex programs Excellent interpersonal and written and oral communications skills; proven diplomatic and public relations skills
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required

Location of Assignment:

This position is based in Monrovia, Liberia with the possibility of intermittent travel throughout the program’s target regions as needed.

Duration:

This is a short-term position with an expected end date of November 28, 2024.

Supervision:

The Country Director will report directly to the US-based PMU Director.
