Position: Country Manager
Reports to: Country Principal Investigator
Station: Monrovia
Period of Contract: One Year with Likelihood of Annual Renewal Based on
Performance and Availability of Funds
Gross Salary: About 24,000.00 gross annual salary
Overall Responsibility
In collaboration with the Country Principal Investigator (PI), manage the day-to-day
operations of REDRESS Liberia, provide strategic directions and monitor all
programmatic activities in collaboration with the Liberia Team and research partners.
Background
REDRESS consists of an innovative research consortium, consisting of the Liverpool
School of Tropical Medicine (LSTM), Ministry of Health Liberia (MoH), UL-PIRE
Africa Center, AIM Initiative, Actions Transforming Lives (ACTS), Effect Hope and
Queen Margaret University, Edinburg. Collectively this research consortium is
implementing a four-year implementation research project.
The primary aim is to utilize a person-centred approach to evaluate, develop and
adapt health systems interventions for the management of Severe Stigmatizing Skin
Diseases (SSSDs) in Liberia. If successfully implemented, there is a likelihood that it
may generate findings that could be applicable in other settings in sub-Saharan
Africa by:
(i) Identifying effective strategies to detect, refer, treat and support people
living with SSSDs that are acceptable, affordable and sustainable,
especially among the most vulnerable.
(ii) Designing and testing innovative health systems interventions that are
responsive to both biomedical and social support needs by assessing
persons living with SSSDs, family, and provider perspectives and priorities
at different levels.
(iii) Enhancing quality and equity of approaches that will see all persons living
with SSSDs receiving essential, effective and affordable treatment, care
and support at the individual, family, community and facility level.
The secondary aim is to develop a strong and sustainable research infrastructure for
multi-disciplinary applied health research which focuses on severe stigmatizing skin
diseases and associated interventions in Liberia.
Summary of Position
S
The role of the Country Manager is to provide support to the Country PI for the
overall management of the project and the delivery of implementation research in
order to achieve the objectives of the project.
Accordingly, the Country Manager is expected to work closely with the country team
and international research partners.
The Country Manager will line manage the REDRESS Liberia project staff, including
the Administrator and the Finance Officer, and the Research Lead and staff, in
collaboration with the Country PI and the MoH team.
Program Management
 Ensure strong and supportive team management within REDRESS Liberia
that focuses on the development, review and management of its operational
research activities, ensuring value for money.
 Ensure all documentations is prepared to the required level and meets
partner, funder and LSTM requirements.
 Oversee the development and execution of detailed workplans and related
budgets for its implementation activities in Liberia with support from LSTM
and the REDRESS team.
 Work collaboratively to identify problems and seek mitigation strategies to
ensure an effective programmatic and operational management of the project.
 Manage the project timelines and deliverables of all thematic component work
streams in collaboration with the Country PI to ensure the timely delivery of
specific tasks and deliverables, where applicable.
 Support the recruitment of in-country REDRESS staff in line with REDRESS
and NHR recruitment policies and REDRESS organograms
 Provide day-to-day line management for REDRESS Liberia staff, including
appraisals, training and all HR-related issues in consultation with the Country
PI.
 Coordinate and manage staff travel and workloads, prioritizing activities to
effectively achieve the objectives of the project.
 Ensure a suitable balance between the programmatic and administrative
components of the project to effectively achieve its objectives.
 Ensure appropriate accountability for equipment belonging to the REDRESS
project.
Roles & Responsibilities:
Coordination and Communication
 Organize regular REDRESS meetings to be chaired by the Country PI.
 Ensure all meetings are document with minutes and minutes circulated to
REDRESS partners
 Develop and submit monthly REDRESS activity reports.
 Ensure that the project’s goals, activities and achievements, where applicable,
are effectively communicated to the staff, local participants, research
stakeholders and the general public in order to maximize coverage, profile
and research uptake within Liberia.
 Participate actively in the REDRESS management committee meetings with
all partners
 Support the establishment and management of the REDRESS community
advisory board (CAB).
 Ensure that the Liberia implementation activities are effectively coordinated
among the various thematic activities.
 Represent REDRESS at local and external meetings, where applicable, with
funder and local, national and international groups to enhance the profile of
the project within Liberia
 Enhance existing partnership with GoL, collaborating parties and donors for
broader understanding and funding of Liberia’s health research situation.
Financial Management
 Ensure the successful implementation of financial and contractual
management with internal and external partners, where applicable, to achieve
the aims of the project.
 Manage procurement of any project materials or equipment in compliance
with procurement policies
 Oversee the financial management of REDRESS Liberia, ensuring prudent
management of budgets in collaboration with the REDRESS Liberia
Management Team.
 Accountable for financial management staff within REDRESS Liberia
 Provide timely recommendation(s), where applicable, to the REDRESS
Liberia Management team of its regular financial status.
 Establish and maintain relevant documentation for activities supported by
REDRESS Liberia.
 Ensure compliance with all audit requirements, including reporting
requirements to funding bodies and LSTM.
 Ensure compliance to prudent financial management procedures.
Requirement
Education and Professional Qualification
Master degree is required in relevant social science, medical and/or public health
area(s).
Postgraduate qualification in relevant subject area(s) is desirable.
History of proven commitment to continuous professional development.
Five years of research and/or programmatic experience in relevant thematic areas
such as tropical medicine, international public health, health systems, social science,
or epidemiology, where applicable.
Relevant Work-Related Experience
Proven leadership experience in similar health-related working environment(s).
Proven human resource management experience in an organization with
multidisciplinary staff.
Proven experience in the development of strategic plans, protocols and other
strategic documents for research or program delivery.
Experience working with Ministry of Health
Proven experience in financial management and competency, particularly in the
context of negotiating resources with partners and across work streams.
Additional Experience
Leadership skill appropriate to a complex academic, training and cultural
environment.
Experience with using financial and project management software.
Strong understanding of risk and program management.
Excellent computer skills.
Evidence of strategic vision and creative thinking.
Ability to build organizational staff capacity.
Understanding of global health development aid architecture.
Understanding of health research principles and terminologies.
Experience in developing and mentoring staff
