County Field Officer

CRS’ relief and development work is accomplished through programs of emergency response, health, agriculture, education, livelihoods, peacebuilding, and WASH.

Job Summary:

CRS Liberia has been selected as Principal Recipient (PR) for the 2024-2027 Malaria grant financed by the Global Fund to Fight AIDS, Tuberculosis, and Malaria. The program will be implemented nationwide in close collaboration with the Ministry of Health and other key stakeholders, with the goal of reducing the malaria burden by 75% by the end of 2025, compared to the 2016 malaria prevalence. Key activities include those related to vector control, malaria case management, specific prevention interventions including social behaviour change communication, community systems strengthening, and monitoring and evaluation.

You will assist Global Fund malaria case management, vector control, SPI, and RSSH activities by working directly with Ministry of Health County Health Teams, health facilities and community members, coordinating various project activities and events in support of Catholic Relief Services (CRS) work to serve the poor and vulnerable. Your service and community relations skills ensure that the local partners and communities feed into and benefit from the project that consistently applies best practices and continuously works towards improving its impact. Your coordination and monitoring of Global Fund’s planned activities will ensure compliance and timely reporting of program outcomes.

Roles and Key Responsibilities:

• Support the coordination and monitoring of project activities at the field level, ensuring implementation schedules are met as per the detailed activity plan, and that adherence to systems for quality project implementation are strengthened. Complete all project documentation for assigned activities.
• Support county-level teams in the uploading of malaria data on the DHIS2 platform for timely reporting to the Global Fund.
• Monitor and document the availability of tracer medicines and other malaria drugs at the last mile.
• Support, monitor, document, and participate in training and other capacity building activities, including nurses and other health workers. Monitor to ensure donor and CRS compliance for all training and field activities.
• Coordinate communication and facilitate information sharing among the project team, implementing partners, and project beneficiaries at the community level to assist local partners in strengthening the community interest, involvement and support networks.
• Liaise with various community stakeholders and mobilize them to ensure full involvement of community leaders, community representatives, and local government representatives in the overall implementation and improvement of project activities.
• In coordination with the project team, support capacity-building events for health workers and community
• Coordinate, monitor, and report on volunteer activities.
• Compile data provided at the health facility and community level as per project requirements and contribute to the preparation of reports.
• Support and monitor the implementation of other malaria activities.
• Support pilot projects for malaria program improvement.

Basic Qualifications

• Bachelor’s degree in a health-related field is required, with sound knowledge on curative and preventive health
• 4 years of experience working in the public health sector, community engagement and mobilization.
• Experience in data and supply chain management, both HMIS and eLMIS
• Additional education may substitute for some experience.
• Computer skills required.
• Valid driver’s license for motorbike.

Required Languages – English

Travel – Field Officer may be covering at least two counties with frequent travel required. Officers will be provided with a motorbike for transportation; training will be provided if needed.

Key Working Relationships:

Internal: GF Malaria Project staff (Chief of Party I, DCOP, Technical Advisor II – MEAL, Malaria Technical Advisor, MEAL, ICT4D, Procurement and Supply Chain, and Finance teams).

External: Local MoH including County Health Teams and health facility staff, other GF Principal Recipients for the HIV/AIDS and Tuberculosis grants, and health consortia.
