Position Title: County Integrated Health Services Officer (2 persons)
Reports to: County Lead Supervisor
Location: Bong and Margibi Counties, Liberia

Our program focuses on enhancing the quality and effectiveness of health care services, our Maternal and Child Health (MCH) programs are geared toward improving the health and well-being of mothers and children through various interventions such as prenatal care, postnatal care, immunizations, and nutrition programs. These programs play a crucial role in ensuring the delivery of high-quality healthcare services to mothers and children, ultimately contributing to improved health outcomes in Liberia.
We are seeking a County Integrated Health Services Officer for a 5-year $25 million health systems strengthening (HSS) project in Bong and Margibi Counties, Liberia. The purpose of the USAID-funded Liberia Local Health Solutions (LHS) activity is to enhance the functions of the Liberian health system to sustainably deliver improved quality of health services that are responsive to the needs of the population. The activity will seek to achieve the following five expected results: (1) Strengthened decentralized health governance; (2) Improved quality of health services; (3) Sustainable implementation of health financing mechanisms; (4) Increased transparency and accountability around health resources for improved service delivery; and (5) Local Liberian organizations successfully implement donor-funded health activities.
This position is based in Margibi and Bong Counties
Responsibilities
- The IHS Officer will provide technical assistance to support the Ministry of Health (MOH) and County Health Teams (CHTs), District Health Teams, facilities, and other local partners in the areas of RMNCAH, malaria, and quality improvement (QI)/quality assurance (QA) as required by project activities.
- The capacity-building support provided by the IHS Officer will cover RMNCAH, malaria, and Quality Improvement (QI) processes and activities, delivering reliable, high-quality, and timely results.
- They will make written contributions to project work plans, reports, and technical deliverables.
- At the direction of the DCOP, they will represent the LHS project in relevant technical working groups, technical meetings, and meetings with GOL counterparts, USAID, and other organizations.
- Continually scan the project environment and ensure effective dialogue and relationships with project client(s), beneficiaries, and other local and international stakeholders.
- Build and maintain strong working relations with key stakeholders, beneficiaries, prime and subcontractors, suppliers, and partners. Provide effective and timely responses to inquiries and concerns.
- Ensure effective project collaboration, coordination, and internal partnerships with other MSH projects in the country to build synergies across programs for maximum impact.
Qualifications
REQUIRED MINIMUM EXPERIENCE & QUALIFICATIONS
- Bachelor’s degree in a public health-related field. Master’s or clinical degree preferred.
- Minimum of 6 years of experience working in Liberia on health programs with RMNCAH, malaria, Quality Improvement, and Quality Assurance processes and strategies. Of which, at least 3 years of experience in project implementation experience.
Knowledge And Skills
- Extensive knowledge of the Liberian health system as well as applicable laws, regulations, policy orientations, and clinical standards and treatment protocols.
- Demonstrated experience collaborating with a range of counterparts at the national and decentralized levels in a way that leads to technically sound and productive QI/QA interventions, including joint integrated supportive supervision (JISS), PDSA cycles, and implementation of QI improvement plans.
- Demonstrated experience with RMNCAH interventions, including antenatal, maternity, post-natal, neonatal, and emergency obstetric and newborn care.
- Experience and knowledge of the limitations of the healthcare systems to deliver quality service delivery in Liberia.
- Knowledge of QI/QA standards and processes.
- Demonstrated ability to provide technical support to project team staff and government counterparts in order to effect changes in practice.
- Demonstrated competence in assessing priorities and in managing a variety of activities in a time-sensitive environment, and in meeting deadlines with attention to detail and quality.
- Excellent interpersonal skills; demonstrated ability to interact professionally with culturally diverse staff, clients, and consultants.
- Ability to travel within Liberia as needed by project activities.
- Strong written and oral presentation skills in English required.
