PSI seeks County Monitoring and Evaluation (M&E) Officer to join our team for the USAID-funded Countywide Sanitation Activity. The project aims to achieve universal coverage of basic sanitation in five counties of Liberia. The County M&E Officer will play an important role in promoting the culture of learning within the project team and among sanitation stakeholders. S/he will work closely with the program’s field teams to ensure that program monitoring data is used to strengthen the quality of project implementation. Your contributions
Under the supervision of the Monitoring and Evaluation Manager, the County M&E Officer is responsible for providing and managing effective monitoring and evaluation, as well as coordinating all Implementation Research activities of the project in the assign county.
- Ensure that M&E objectives and the activity’s Implementation Research agenda questions are clear to the CWSA partners and County sanitation actors in the County.
- Promote collaboration on implementation research and M&E events with CWSA partner organizations and stakeholders.
- Assist the USAID CWSA ME/CLA team to prepare the M&E work plan and calendar especially as it relates to M&E events.
- Adhere to the Activity’s reporting procedures and schedules to ensure data is available for weekly, monthly, quarterly and annual reports.
- Coordinate the distribution of M&E forms and the collection of data for all indicators from all CWSA activities in the county.
- Build the capacity of CWSA staff and County Sanitation actors, and CSOs in data collection, and quality checks
- Provide technical support to county CWSA team in data-driven decision making, Collaborating, Learning and Adapting (CLA) methodologies, and strategic communications
- Participate and provide technical assistance in reviewing and analyzing submitted data to county CWSA team
- Work with the county CWSA team and Sanitation actors to conduct data verification
- Participate and conduct data quality assessments (DQA) with the county Sanitation actors
- Work with the county CWSA team and Sanitation actors to develop summary of the data analytics to be presented at monthly and quarterly performance review meetings
- Guides the County CWSA team in planning, designing, and implementing the monitoring, evaluation and reporting (MER) plan.
- Sets up internal data quality assurance systems and develop and implement systems to address gaps.
- Ensure information dissemination and coordination between the project staff around data, lessons learned, progress, reports, etc.
- Rollout data collection tools and systems to allow for digital real time solutions
- Identify strengths and weaknesses in existing data collection and management systems and propose solutions along with the M&E Manager;
- Work along with the CWSA county staff to develop at least one success story per month
- Work with the county CWSA technical/program staff in submitting project weekly, monthly, and quarterly data and reports
- Ensures program teams utilize data for decision making at all levels in the County including capacity building and mentorship of program and data staff. Supports the project team in interpreting data on indicators, targets and results.
- Utilizes appropriate data management systems to monitor project objectives and indicators
- Reviews program data monthly to ensure concurrency with DHIS 2 data.
- Participate in relevant stakeholder meetings including meetings with the in-County partners and County WASH sector meeting.
- Other assignments as related to monitoring and evaluating the quality and performance of program efforts.
What are we looking for?
- A Bachelor’s degree in Social Sciences, Statistics / Biostatistics, demography, population studies, M&E or related field. Master’s Degree in statistics, demography, or public health an added advantage.
- At least 5 years of applied skills in implementing MER activities for WASH activity or similar programs, supported by USAID, UNICEF, or others;
- Strong knowledge of monitoring and evaluation methodology, data quality assurance, analysis and reporting
- Prior experience in building capacity of M&E and known M&E staff in program data collection and reporting
- Experience in health systems support for quality data and use of data for decision making
- Experience managing M&E systems including collecting, entering, cleaning, and validating data, and training data collectors and collecting and reviewing submitted data;
- Experience designing paper-based data collection tools, and with mobile data collection, including developing mobile data collection tools, and managing tablet based data entry, storage, and extraction;
- Experience using and developing dashboards to visualize progress and results;
- Proficiency in Microsoft Office Suite
- Strong familiarity with M&E tools, surveys, and evaluations.
- Experience in data analysis, presentation is an added advantage.
- Team player able to work in high-pressure environment and manage multiple activities and priorities simultaneously.
- Good interpersonal and communication skills;
- High level of attention to detail and excellent organizational and time management skills;
- Demonstrable experience in health information management systems engaging with DHIS, electronic medical records (EMR)
- Experience in training, mentorship and facilitation skills would be an added advantage.
