Overview:
The County Strategic Information Officer will support the county, district and health facilities in the areas of data collection, data quality, data visualization and data use for decision making from different sources (DHIS2/HMIS, MNDSR, Laboratory, JISS, LMIS, LIS, iHRIS, etc.) for the USAID-funded Strategic Technical Assistance for Improved Health Systems Performance and Health Outcomes (STAIP) project. The project will operate over a four-year period.
The position will operate under the leadership of the County HSS Advisor and Jhpiego’s senior management team, and will support the county particularly the Monitoring, Evaluation & Research unit in collecting, analyzing and using quality data from the different sources to make informed decisions to the different units of the county as well as the districts and health facilities. The County Strategic Information Officer will be supported by and work with the Strategic Information Advisor to improve data quality, and support data use and visualization at the county and facilities
Job Responsibilities
- In collaboration with county Monitoring Evaluation & Research and Data Manager, provide technical support to the county, district and health facility staff to manipulate, integrate, triangulate and analyze data from different sources
- Builds the capacity of county staff in data manipulation, analytics and data visualization
- Provides technical support to county in data-driven decision making, Collaborating, Learning and Adapting (CLA) methodologies, and strategic communications
- Participates and provides technical assistance in reviewing and analyzing submitted data to county
- Works with the county MER person to conduct data verification
- Participates and conducts data quality assessments (DQA) with the county health team
- Works with the county M & E and Data staff to develop summary of the data analytics form data different sources to be presented at monthly and quarterly performance review meetings
- In collaboration with county M & E and data manager, provide technical support to develop summary data sources to be presented at cluster level meetings (Semiannual- FARA counties; Annual – Malaria Counties)
- Works with the county M ER staff and data manager to support facilities, districts & counties, to visualize data (using wall charts and dashboards) for easy interpretation and use
- Works with the county M ER staff and data manager to support facilities to integrate data review and learning sessions into the monthly facility meetings
- Works with Strategic information Advisor for introduction of GIS mapping of data from different sources to target the technical assistance at county level
- In collaboration with county and district M & E and data personnel, support health facility staff to tally, verify data, eliminate transcription or mathematical errors during report preparation, and submit quality data using correct HMIS tools
- Works with county M&E staff and county STAIP technical advisors to develop clinical auditing tools and means of analyzing and using the tools
- Works with the county STAIP technical/program staff in submitting project weekly, monthly and quarterly data and reports
- Works along with the STAIP county staff to develop at least one success story per month
- Participates in the different TWGs and provide technical assistance to the TWG
- Performs other required duties
Required Qualifications, Experience and Competencies
- Degree in public health, epidemiology, health informatics, statistics, or related social science required;
- At least 3 years of applied skills in implementing MER activities for public health or similar programs, including with international donors such as USAID, UNICEF, DFID, or others;
- Prior experience in building MOH capacity at all levels of the health system
- Strong technical skills, including proficiency in conducting program monitoring and assessments, and analyzing data;
- Expertise in Liberia’s Health Management Information System including indicators, processes, and use of DHIS2. Familiarity with other MOH subsystems – LMIS, iHRIS, LIS, JISS, MNDSR
- Experience managing M&E systems including collecting, entering, cleaning, and validating data, and training data collectors and collecting and reviewing submitted data;
- Experience designing paper-based data collection tools, and with mobile data collection, including developing mobile data collection tools, and managing tablet-based data entry, storage, and extraction;
- Experience using and developing dashboards to visualize progress and results;
- Proven computer skills in Microsoft Word, Excel, PowerPoint, Outlook; Power BI; etc.
- Ability to process and analyze data using one or more qualitative and/or quantitative statistical software packages (e.g., SPSS, Epi-Info, Stata);
- Team player able to work in high-pressure environment and manage multiple activities and priorities simultaneously;
- Good interpersonal and communication skills;
- High level of attention to detail and excellent organizational and time management skills;
- Fluent spoken and written English;
- Ability and willingness to travel nationally and internationally as necessary.
