About PREVAIL

PREVAIL, or the Partnership for Research on Vaccines and Infectious Diseases in Liberia, is a clinical research partnership between the U.S. Department of Health and Human Services and the Liberian Ministry of Health.

Summary of Position
The Data Architect/Systems Engineer will serve as the primary resource within PREVAIL for the design, development, and implementation of complex data architecture and processing pipelines that facilitate the collection, processing, storage, and delivery of clinical research data. As the senior engineer within PREVAIL, you will be responsible for representing and communicating system design practices to sponsors and key collaborators.
Specific duties include, but are not limited to, the following:

Description of Responsibilities

  • Supervise the Database managers and Application developers to motivate and promote excellent work performance and ensure regulations and procedures are applied consistently.
  • Lead the development, expansion, and optimization of data pipeline architecture, automated data flow, and system integration for cross-functional clinical research initiatives.
  • Alignment of data initiatives and optimization of information delivery for ongoing clinical objectives.
  • Improve data quality and efficiency: Implement methods to improve data reliability and quality.
  • Convert raw data: Collect, manage, and convert raw data into usable information.
  • Develop database architecture: Develop and maintain database architecture and data processing systems.
  • Test and maintain data infrastructure: Architect, build, test, and keep the data infrastructure.
  • Mentor junior Data Engineers in best practices and collaborate on complex problem-solving projects.
  • Design and develop clinical computer programs using current company standards and procedures to improve data quality and operational efficiencies.
  • Perform necessary modifications to ensure the successful implementation of software programs.
  • Builds effective working relationships with cross-discipline team members, including clinical team, new users, line management, on/offshore team members, etc.
  • Develop and maintain unit and integrate tests.
  • Data Governance and Security: Implement data governance practices and ensure compliance with data privacy and security regulations.
  • Develop and maintain data access controls, encryption mechanisms, and data retention policies.
  • Develop technical documentation of data integrations and processes.
  • Identify and resolve bottlenecks, latency issues, and other performance-related challenges.
  • Collaboration and Communication: Collaborate with key stakeholders and teams to understand data requirements, prioritize tasks, and deliver solutions that meet business objectives.
  • Assist in the development of case report form/data collection instruments and study source documents.
  • Assist in the training of study staff on the new PREVAIL study protocol with emphasis on data management, including the CRF, and quality control/assurance measures.
  • Created study-specific and core SOPs for data management and other PREVAIL study areas, fostering standardized practices, and training staff on these SOPs.

Skills

  • Excellent skills in writing and optimizing SQL queries.
  • Excellent skills in data wrangling in Python, R, and various data science libraries
  • Familiarity with these libraries: Laravel, Flasks, Tinker
  • Excellent verbal and written communication skills
  • Experience in working with Application Programming Interface (API) Expert with Big Data technologies
  • Shell scripting: Linux, Bash, etc.
  • Excellent analytical skills
  • Proven problem-solving skills, including the ability to make appropriate decisions in ambiguous situations, the ability to conduct root cause analyses.
  • Time management and prioritization skills to meet objectives and timelines.

Qualifications
Education: Bachelor’s degree in Bioinformatics, Biomedical Informatics, Computational Biology, or a closely related field with at least 3 years of experience in ETL, Data Modelling, Data Architecture, or Analytics, or an Advanced degree with 1 year of work experience with ETL. Data Modelling, Data Architecture, or Analytics.
