Job Title: Data Management Specialist

Project: USAID Liberia Foundational Skills Activity (FSA)

Program Overview

The Liberia Foundational Skills Activity (LFSA) is a United States Agency for International Development (USAID) funded program implemented by Chemonics International in Liberia. The project will work to increase the percentage of Liberian children accessing primary school and meeting government of Liberia learning standards.

 

Principal Duties and Responsibilities

 

  • Develops the program’s data collection tools based on the needs of the approved MEL plan
  • Works closely with technical teams and guides them on using the program’s data collection tools when needed.
  • Develop data collection protocols for activity indicators and data collection tools, and coordinate the utilization of the tools.
  • Leads the data management process in terms of data collection, data cleaning, data processing, visualizing, and storage.
  • Coordinate with the MEL Specialist for data verification and reporting
  • Develop data collection surveys for MEL and non-MEL purposes as needed by the technical teams.
  • Support the MERL Director and collaborate with the MEL Specialist to compile and analyze data on project indicators for required reports to show the progress against project objectives and targets, and report findings to project senior leadership, as well as prepare reports for submission to USAID.
  • Performs other duties as may be assigned by the MERL Director

 

Location of Assignment

The location of assignment is Monrovia, Liberia with travel throughout the program’s target six counties.

 

Supervision and Reporting

The Data Management Specialist will report to and be supervised by the MERL Director or his/her designee.

Qualifications

  • Bachelor’s degree in data management, Management Information Systems, or a related field.
  • At least three (3) years of work experience with MEL tools and practices
  • Experience on USAID projects preferred.
  • A high level of proficiency in data/information management, data analysis, quantitative analysis, and interpreting the result of analysis is desirable.
  • Demonstrated strong computer skills in Microsoft Office Suite Applications including Word, MS Excel, Outlook, PowerPoint, and data collection.
  • Excellent interpersonal, organizational, written, and oral communication skills that will enhance coordination and collaboration throughout the project.
  • Fluency in written/spoken English
