Proposal Objective:
SI is pursuing an anticipated multi-million dollar five-year USAID-funded Liberia Data, Evaluation, Learning and Technical Assistance (DELTA) with the goal to provide an innovative degree of analytical and advisory services to USAID/Liberia’s Office of Program and Project Development (PPD) and Development Objective (DO) teams in support of the Mission’s project design, performance monitoring and evaluation, and operational learning and adapting. The project’s objectives will assist the Mission in its ability to:
- identify the lessons learned from past experience;
- better understand the complex Liberian development context (including institutional norms and behaviors affecting project results) through advanced research, surveys, data collection and analysis; and
- adapt its programs to this information and analysis.
The project will establish a support unit in Monrovia to assist the Mission in strengthening its management of key aspects of the programming cycle, specifically strategic planning, project design, performance monitoring and evaluation, and institutionalized learning and adaptation.
Position Description:
The Deputy Chief of Party (DCOP)/Senior Assessment and Evaluation Advisor’s responsibility will be to provide support, leadership, and technical expertise to the overall management of the Data, Evaluation, Learning and Technical Assistance (DELTA) activity. In addition to providing key support to the Chief of Party on all management areas under his/her direct supervision, the successful candidate will oversee the DELTA assessment and evaluation technical component. This is a full-time position to be based in Monrovia, contingent upon award of the contract.

Responsibilities:
Management:
- Provide support to the COP to ensure that the activity meets all its performance and reporting requirements.
- Provide leadership and guidance on overall monitoring and evaluation efforts, and, in conjunction with the CLA Advisor, help make the Mission’s implementing partners (IPs) learning and adaptive partners for all USAID’s assistance efforts in Liberia.
- Work closely with COP and CLA Advisor to ensure that monitoring and evaluation information is shared and fully utilized through knowledge sharing and strategic learning processes to speed innovation and improve upon and bring new innovations to the Mission’s programmatic work in country.
- Assist the Mission in stakeholder engagement and cross-sector learning with other donors, government and academic institutions, the Government of Liberia and implementing partners.
- Design research in support of USAID programming needs, using new and innovative data collection methods.
- Build relationships with other donors, academic institutions, and Liberian government institutions to collect, categorize and manage new relevant research.
- Assume a leadership role in identifying critical knowledge gaps and needs related to key strategic risks and assumptions identified in the Mission’s CDCS, including political dynamics and commitment in relation to Liberia’s development policies and goals.
Assessments and Evaluations:
- Oversee evaluation, analyses, and assessments throughout the life of the activity, including scope of work development, data collection, design of methodologies and protocols, data analysis and reporting writing.
- Participate as the Team Leader or senior team member on assessments and evaluations, as needed.
- Ensure the quality of deliverables/reporting of all evaluations, assessments, surveys, and special studies.
- Oversee Mid-Level Assessment and Evaluation Specialists and consultants who participate on assessment and evaluation teams. Ensure that short- and long-term evaluation team members recruited under this contract are of a high caliber and possess the required technical expertise.
Qualifications:
- Minimum of eight years of professional work experience managing complex donor-funded international development capacity building or training activities with significant expertise in monitoring, evaluation, and/or project design and analytical work as well as the related reporting to an international donor agency.
- An advanced degree in a field relevant to development assistance, international affairs, political science, sociology, economics, statistics, business, public administration, organizational development, communications, or a closely related field is required.
- Expertise conducting MEL activities in one or more of the following technical fields: 1) Economic Growth and Environment; 2) Education; 3) Health; 4) Peace and Democratic Governance.
- Excellent qualitative data analysis skills including command of at least one coding software/program for qualitative data (Dedoose, NVivo, AtlasTi, etc).
- Excellent quantitative data analysis skills including good command of statistics, sampling methodologies, and statistical analysis software such as SPSS, STATA, Epi Info, among others. Expertise in cost-benefit analysis, econometric methodologies, or statistical systems highly preferred.
- Substantial evaluation (both performance and impact evaluation) design expertise.
- Experience in performance monitoring and evaluation in complex environments.
- Background in monitoring, evaluability assessments, analysis, and implementation of performance evaluations of development assistance programs and experience in the application of statistical methods is desirable.
- Extensive experience drafting and finalizing evaluation reports.
- Experience providing training and mentoring for groups of various sizes and one-on-one on evaluation-related subjects.
- Demonstrated expertise in the USAID Collaborating, Learning, and Adapting (CLA) framework strongly preferred.
- Experience in comparable post-conflict countries an asset.
- Experience working with previous U.S. government programs preferred.
- Computer literate and possess superior oral and written communications skills.
- Verbal and written fluency in English (ILR level 4).
