Project Description:

The purpose of the USAID Liberia Local Health Systems Solution (LHESS) Activity is to support the Liberian Ministry of Health (MoH) in strengthening critical components of the health system to improve access and affordability to services, to increase and improve patient outcomes at all levels. The anticipated program will be based inMonrovia, Liberiaandprovide support in all 15 counties of Liberia.

Responsibilities

Position Description:

The Global Health Divisionis seeking aDeputyChief of Partyfor the anticipated USAID-funded Liberia Local Health Systems Solution (LHESS) Activity. The purpose of the USAID Liberia Local Health Systems Solution (LHESS) Activity is to support the Liberian Ministry of Health (MoH) in strengthening critical components of the health system to improve access and affordability to services, to increase and improve patient outcomes at all levels. The anticipated program will be based inMonrovia, Liberiaandprovide support in all 15 counties of Liberia.The DCOP will provide technical oversight of project performance and manage members of the technical teamensuring strong linkages are created with local stakeholders and managing the success and sustainability of project outcomes.

Position is contingent upon award and funding.

Primary responsibilities:

  • Supports the Chief of Party (COP) in providing technical direction and leadership of the project.
  • Provides oversight of the Regional Offices and district level implementation.
  • Facilitates close coordination with the central, regional, and district technical teams.
  • Develops and adapts technical strategies, approaches, and activities to achieve objectives, and applies and contextualizes global best practices and learning to the country setting.
  • Oversees assessment and planning activities in the field and be responsible for coordinating the input of project’s technical staff.
  • In the absence of the COP, serves as Acting COP and the project’s key representative to USAID, Government of Liberia, relevant civil society organizations, and other stakeholders.
  • Takes a leadership role in work planning and implementation of project activities by collaborating with the COP and ensuring that project activities meet USAID and stakeholders’ expectations.
  • Works with the COP to manage project performance and results, including oversight and direction of the project’s technical, operational, and administrative staff.
  • Works closely with the COP throughout the project to take on greater responsibility and oversight of project activities, management of staff, and collaboration with local stakeholders.
  • Ensures coordination and collaboration with other USAID implementing partners and cross-sector programs, as appropriate, at the subnational level.

Qualifications

Qualifications:

  • Bachelor’s Degree and 12 years of experience, Master’s degree and 10 years of experience, PhD and 6 years of experience, with expertise in malaria control, maternal and newborn child health, or strengthening health systems with a focus on capacity building of local stakeholders and health governance.
  • Experience with developing and tracking workplans, ensuring program technical activities are progressing, and outcomes are aligned with key indicators and goals.
  • Demonstrated experience in building effective working relationships with USAID and government counterparts at all levels, local organizations, and other program partners.
  • Demonstrated ability to manage staff within decentralized branch/field offices.
  • Strong organizational, interpersonal and management skills.
  • Possesses strong oral, written communication, presentations skills.
  • Must be fluent in English
