We are currently seeking qualified candidates for the position of Deputy Chief of Party (DCOP) for the anticipated USAID-funded Liberia Education Systems Strengthening Activity . ** This proposal position will be based in Monrovia and is contingent upon award and funder approval.

 

Project description

The anticipated 5-year Liberia Education Systems Strengthening Activity, will work in partnership with the Ministry of Education (MOE) to address system-wide constraints and increase the MOE’s capacity to provide decentralized and inclusive education, monitor progress, and sustain improved learning outcomes for all children and youth. The activity will support the central MOE to improve education data, resource management, and accountability, and work to improve county-, district-, and school-level governance processes and systems in Montserrado, Margibi, Lofa, Nimba, Bong, and Grand Bassa counties. The activity will target education officials and professionals at the central, county, district, and school level with its capacity development interventions with the end goal of improving education outcomes for children and youth.

Job Description

The Deputy Chief of Party, Technical works in close coordination with the Chief of Party and is responsible for managing the quality and timeliness of the project’s overall technical workstream. S/he will supervise the M&E Director and technical team, liaise with technical partners, relevant national stakeholders, beneficiaries and the donor, as needed.

 

Job Summary/Responsibilities

  • Coordinate closely with the Chief of Party (COP), Director of Finance and Administration, and Technical Leads to provide support to the overall leadership and technical management on all technical matters
  • Lead to develop technical strategies and activities at the central, county, and district levels
  • Provide technical direction and oversight in the design, implementation, and monitoring of workplans and budgets.
  • Oversee technical activities and deliverables of all implementing partners; ensure cohesive technical strategy amongst consortium partners
  • Provide guidance to technical staff, ensure clear roles and responsibilities and maintain clear lines of communication with project team members
  • Collaborate with in-country technical advisors and headquarter-based technical staff to ensure the project is implemented according to organization and industry best practices, program framework, and regulations
  • Support the process of preparing timely and accurate donor reporting;
  • Represent the project in technical meetings, conferences, and coordination platforms representative in the absence/temporary leave of the COP
  • Serve as the primary technical program representative in the absence/temporary leave of the COP

 

Required Qualifications

  • Master’s degree in education, social sciences, or related field;
  • Minimum of 10 years of relevant technical leadership and/or project management experience of large-scale international development programs, preferably in Liberia (including 3+ years of leadership and line management skills);
  • Proven technical leadership in USAID-funded projects preferred;
  • Ability to build positive working relationships with local communities, government officials, and donor representatives;
  • Demonstrated ability in complex environments, working across different cultures, and managing diverse teams to deliver impact within agreed timelines;
  • Experience in the education sector in Liberia or the region strongly preferred.
