Background

Chemonics International, Inc. implements the USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project in Liberia. The purpose of GHSC-PSM is to ensure uninterrupted supplies of health commodities in support of the United States Government (USG) funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), the U.S. President’s Malaria Initiative (PMI), and Population and Reproductive Health and USAID Global Health Bureau. GHSC

PSM develops and manages a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

In Liberia, GHSC-PSM supports the Ministry of Health via strategic collaborations with Family Health Department, Pharmacy Division, Supply Chain Management Unit, Central Medical Stores/National Drug Service, the National Malaria Control Program, National AIDS and STI Control Program, Liberia Medicines and Health Product Regulatory Authority, National Public Health Institute of Liberia, the County Health Teams and other health program sectors. In addition, GHSC-PSM partners with The Global Fund Project Coordination Unit, other Non-Governmental Organizations and implementing organizations that supports health service delivery and public health supply chain activities in the country. These collaborations are geared towards improving access to health services through a robust public health supply chain system in the country. In continuation of these public health supply chain initiatives, GHSC-PSM is recruiting for the position of Deputy Country Director in Monrovia, Liberia.

Objective : Deputy Country Director-Technical

The Deputy Country Director -Technical will assist the Country Director in providing strategic technical leadership and support to the Ministry of Health, Republic of Liberia and other implementing partners supporting the various health programs on public health supply chain implementation. The support will include focus on health system strengthening, strategic information management along with health product selection, forecasting and supply planning, health products procurement, electronic logistics management information system, warehousing and distribution of malaria, reproductive health, maternal new born and child health products, HIV and essential medicines to the county depots and health facilities in support of Liberia Ministry of Health programs. The position will provide in-depth technical leadership that will support public health supply chain system support to improve quality of health service delivery in Liberia.

Specific Tasks include:

  1. Provide technical leadership in the development and implementation of the GHSC-PSM Liberia Work Plan, technical activities and budget in support of the Liberia Ministry of Health and implementing partners.
  2. Provide technical leadership to the Supply Chain Management, Health System Strengthening, Strategic Information Management and Field Program teams to support end-to-end health supply chain visibility and public health supply chain operations within the GHSC-PSM Liberia mandate.
  3. Provide technical leadership in health commodities product selection, forecasting and supply planning, procurement and international freight monitoring to improve availability of health commodities procured by USAID, Ministry of Health and other donors supporting procurement of health products in Liberia.
  4. Provide strategic leadership and guidance in the implementation of in-country warehouse and

distribution systems overseeing the services of third party logistics providers (3PLs) and GHSC-PSM consortium partner that will be supporting the warehousing and distribution systems in the country with focus on supply chain efficiency, effectiveness and innovative best practices.

  1. Provide technical leadership in the implementation of electronic logistics management information system to inform meaningful generation and use of health supply chain data for decision making at the leadership level of the Ministry of Health, USAID Mission and implementing partners through appropriate interpretations that will guide health service level decisions.
  2. Provide technical leadership in the monitoring and management of the GHSC-PSM Liberia key performance measures along with refinement and establishment of periodic performance goals as may be required to achieve the overall project objectives.
  3. Lead the development of bi-weekly, monthly and quarterly project reports to the Mission, GHSC PSM HQ and relevant stakeholders to highlight project milestone achievements, challenges and success stories.
  4. Represent the project at relevant technical stakeholder meetings with the Ministry of Health, USAID Mission, other Donors and with implement partners as may be required.
  5. Support the Country Director in maintaining positive and consultative working relationships with the USAID Mission, the National Health Programs, Ministry of Health, Donors and implementing partners as may be required.
  6. Supervise, coach and mentor team of technical staff in the implementation of assigned duties. 11. Serve as the Acting Country Director in the absence of the Country Director.
  7. Perform other duties as may be assigned by the Country Director or designee.
  8. Required skills and qualification:
  • Advanced university degree in pharmaceutical sciences, medical sciences, public health, epidemiology, and/or or equivalent is required with a minimum of ten years’ relevant experience and five years at leadership level on technical implementation.
  • Technical experience within health supply chain programs overseeing two or more of these technical areas required: forecasting and supply planning, health commodity procurement, warehousing and distribution, logistics management information system, supply chain management capacity building.
  • Previous experience as country director or deputy country director or technical program director in a USAID-funded project is required.
  • Good understanding of two or more of these health program areas required: Malaria, Family Planning, Maternal Newborn and Child Health Program and/or HIV/AIDS Program.
  • Experience in reviewing and interpreting health supply chain data for decision making is preferred. Advanced computing skills in Microsoft Office suites (MS Word, PowerPoint and MS Excel) Experience engaging with senior government officials, donors, implementing partners in cultivating, maintaining and managing relationships preferred
  • Previous experience providing mentorship and capacity building to staff members preferred Fluency in oral and written English Language required.
  • Willingness and ability to travel domestically in the field as required for routine program support. Liberia national is preferred

Supervision: Country Director

Expected Period of Performance: Life of Project.

Location: Monrovia , Liberia travel through the counties required.
