Purpose

The Deputy Manager, Monitoring and Learning (M&L) will support the M&L Manager by assisting in the implementation of MEL frameworks, ensuring the effective management of program MIS data, and strengthening data-driven decision-making across projects. This role will involve coordinating MEL activities, overseeing data collection and analysis, and providing technical support to regional M&E officers. The incumbent will play a pivotal role in ensuring the integrity, accessibility, and usability of program data to inform strategic planning and program effectiveness.

The Deputy Manager, Monitoring and Learning (M&L) Manager will contribute to the development of M&L plans or systems, implement new software applications, ensure secure data handling, and provide staff training on data collection protocols or procedures. He will ensure that all information, both digital and physical is stored, processed, and used effectively, efficiently, and securely, and play a pivotal role in data protection and privacy

Key Responsibilities:

The Deputy Monitoring, Evaluation and Learning (M&L) Manager will be responsible to;

    • Assist the MERL Manager in designing and implementing monitoring, evaluation, and learning systems.
    • Oversee the collection, validation, and analysis of program quality, process, and outcome monitoring data and ensure accuracy, consistency, accessibility, and security
    • Support the development of the MERL framework to streamline data capture and reporting.
    • Develop and maintain dashboards, reports, and data visualization tools for real-time monitoring and reporting.
    • Support field teams in implementing data collection methodologies and maintaining high-quality standards.
    • Conduct capacity-building sessions for field staff on MEL principles, tools, and best practices.
    • Ensure compliance with donor reporting requirements and organizational MEL policies.
    • Collaborate with program teams to integrate learning and adaptive management into decision-making.
    • Facilitate periodic data audits and validation exercises to enhance data integrity.
    • Provide training and technical assistance to regional M&E officers and program staff on data collection, entry, and analysis.
    • Conduct routine data audits, verification, and quality assurance processes to enhance the reliability of MEL data
    • Ensure timely submission of reports to donors, management, and key stakeholders in compliance with reporting guidelines.
    • Support program teams in data-driven decision-making, including using MIS data to inform project design, implementation, and evaluation.
    • Develop and refine indicators and data collection methodologies to align with program goals and objectives.
    • Lead field visits to monitor project implementation and provide hands-on support for data collection activities
    • Collaborate with IT teams to troubleshoot and enhance BInsight functionality, ensuring system efficiency and security.
    • Document and disseminate key findings, lessons learned, and best practices to improve program performance.
    • Provide advice and guidance on information management matters, including the handling of personal and sensitive data
    • Collaborate with different departments to identify their information needs and develop strategies to meet them
    • Coordinate responses to information requests and data breaches
  • Develop and implement information management standards and systems

Safeguarding Responsibilities:

  • Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation
  • Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action
  • Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do the same
  1. Qualifications, Experience & Competencies

Experience: At least 5 years of progressively responsible experience in Monitoring and Evaluation, or a similar role, with a minimum of 2 years in a leadership or supervisory capacity within a not-for-profit or NGO environment.

  • Education: A Bachelor’s degree in Social Science, Economics, Biology, Mathematics, Monitoring and Evaluation or a related field.
  • Professional Certification: Preferred A professional qualification in IT or Statistics is required.

Knowledge & Skills:

  • Excellent conceptual and analytical skills in monitoring and evaluation;
  • Experience of implementing monitoring policies and practices
  • Ability to build trust among stakeholders to report identified discrepancies/gaps in implementation and generate recommendations to improve project activity implementation
  • Ability to maintain the highest level of confidentiality and sensitivity among program participants
  • Mobile Data Collection: applicants have excellent knowledge of digital data collection tools, and have knowledge/skills in mobile data collection software such as Kobo collect/Kobo toolbox or other data management platforms. Have skills in developing data collection forms/questionnaires for program monitoring and assessment;
  • Report writing and communication: Applicants should have strong written and verbal communication skills, including excellent command of report writing and success stories.
  • Data Management: Applicants should demonstrate skills in analyzing qualitative and quantitative data to draw recommendations to inform program design and implementation and also demonstrate skills in data management in Excel. Candidates should have knowledge and experience in data management, including data collection, data entry, analysis using Excel, SPSS and Power BI, Data Quality Assessment, and data interpretation.
