Project description
Between 2020 and 2022, Action Against Hunger (ACF) implemented an AFD-funded project in Liberia as part of the “Health in Common” (SEC) initiative which aimed to strengthen health systems across the counties of Montserrado, Margibi and Nimba. Based on this experience and the positive feedback from the MOH and CHOs, AFD will fund a new program implemented by ACF and Expertise France.
Expertise France has developed the project named « Harnessing Effective Approaches on Leadership, coordination and Training – H.E.A.L.T.H. », aiming to strengthen the Ministry of Health coordination and oversight role at national level, the leadership, management, and governance skills at sub-national levels and improve quality of training offered in nursing and midwives’ schools in the three counties of Montserrado, Margibi, and Nimba. The project will complement the interventions package proposed by ACF Liberia and both EF and ACF will coordinate the implementation of their activities.
The following specific objectives will contribute to the achievement of the project goal:
- SO1: Strengthen the leadership, management, and governance (LMG) skills in health administration of 25 facility managers, six district managers and three CHO of Montserrado, Nimba and Margibi counties.
- SO2: Strengthen MOH national coordination and oversight role.
- SO3: Improve the quality of training in five pilot nursing and midwives’ schools in the three counties.
Mission Description:
Expertise France is seeking a Deputy Project Manager to support the implementation of a health system strengthening project in Liberia. Working closely with the Project Manager, the Deputy will be responsible for the day-to-day operational management, activity implementation, and internal coordination to ensure the project achieves its goals and objectives on time and with high quality.
The Deputy Project Manager will act as a liaison between technical and institutional stakeholders, ensuring effective coordination, information flow, and strategic support to operationalize defined activities.
Key Responsibilities
- Operational Project Implementation & Monitoring (50%):
- Support the Project Manager in coordinating the planning and execution of project activities across all HEALTH project’s three outcomes
- Support collaboration between technical Experts and Ministry of Health departments, and other stakeholders.
- Assist in implementing roadmaps, logical frameworks, and plans.
- Support the implementation of Identified needs and plans within Ministry teams.
- Support the daily implementation of project activities, including logistics for training, workshops, and other events
- Oversee the project & MEAL (Monitoring, Evaluation, Accountability, and Learning) Officer to track project indicators, update M&E tools, and compile data for reporting
- Participate in drafting routine internal narrative reports and contribute to the preparation of technical and financial reports for donors
- Support data collection and analysis related to policies, procedures and plans implementation.
- Produce progress reports, briefs, and lessons-learned documents.
- Team Coordination & Support Function (30% in support of the Project Manager):
- Supervise and mentor a team of approximately two national staff, fostering a collaborative and productive environment
- Assist in managing project expenditure tracking, budget forecasting, and updating the cash flow plan
- Support procurement processes and validate contracts/purchases within delegated thresholds, ensuring compliance with Expertise France procedures
- Act as the primary points of coordination between the field team and headquarters-based Project Manager, Project Officer and Technical Advisors.
- Representation & Communication (20%):
- Represent Expertise France in project governance committee, technical working groups and coordination meeting with partners including MoH, LBNM, & ACF along with the Project Manager
- Maintain strong working relationships with county, district, and facility-level health managers and other stakeholders
- Contribute to project communication and visibility activities
Required Profile
Qualification and Skills:
- Master’s degree in public health, health policies, international development project, management, or a related field
- Minimum of 4 years of experience in project management/coordination in the international development sector, preferably in public health
- Knowledge of strategic planning and multisectoral coordination.
- Proven experience in operational planning, activity implementation, and budget monitoring
- Strong team management and capacity-building skills
- Excellent understanding of M&E principles and experiences in report writing
- Ability to work effectively in a multicultural team and build trust with local partners
- Strong organizational skills, autonomy, and problem-solving attitude
- Fluency in English (written and spoken) is essential. Knowledge of French is an advantage
Professional Experience:
- Previous experience working on health system strengthening, governance, or capacity-building projects (national and international) is highly desirable
- Proven experience supporting Ministries of Health or public administration is highly desirable
- Familiarity with the rules and procedures of international donors and agencies
- Experience working in Liberia or West Africa is a strong asset.

- Location of the assignment: Monrovia – Liberia
- Duration of the assignment: until December 31, 2026
- Desired start date: December 15, 2025, at the latest. The candidate must be able to provide sufficient guarantees of availability to begin the assignment by this date.
