Team description
WaterAid Liberia has recently completed its 2023-2028 Country Programme Strategy (CPS) which sets a 5-year building block towards delivering a more sustainable programme over the strategy period. This new CPS does not only build on progress from previous CPS but also outlines key shifts in strategic focus required for a more catalyzed change to achieve maximum impact from our work in Liberia. Another key focus of the CP strategy is to harness existing partnerships for better results as well as building new partnerships and networking with key sector players including the government of Liberia and donors to ensure implementation of WaterAid Liberia’s Country Programme Strategy.
WaterAid Liberia as expressed in its Country Programme Strategy inspires to demonstrate its ability to achieve universal access to WASH in Liberia. Our theory of change requires having strong and committed leadership and people who will adopt and sustain positive WASH behaviours, prioritise and adequately invest in, model and replicate WASH interventions, and ensure that WASH is integrated into health systems (policies, programmes and practices) for better public health outcomes. The Senior Programme Manager will lead a team of experts to deliver research, capacity strengthening and service delivery work, modelling appropriate approaches, technologies and frameworks to facilitate replication and scaling up of interventions so that our overall ambition of universal access can be achieved in Liberia.
Job purpose
The District Coordinator will lead all WaterAid field operations in Todee District under its Universal Access to WASH Programme using catalytic process that will ensure all people in the District have access to safe, inclusive and sustainable WASH services. He/she will be responsible for stakeholder’s engagement and maintain strategic relationships with relevant local and international partner organisations, national and local governments and private sector to effectively deliver the programme. He/she will be responsible for the WASH interventions in Todee District intended to contribute to other critical human development themes such as education, sexual reproductive health, water resource management and climate, health and nutrition. The Universal Access WASH Programme activities are implemented in healthcare facilities, schools and communities in Todee District.
District WASH Governance – Planning, Coordination & Monitoring
- Lead on management and coordination of all field activities in Todee District including district level planning, advocacy and capacity strengthening.
- Support and deliver a sustainable WASH intervention for WaterAid Liberia in schools, communities, health care facilities and other settings.
- Using System Strengthening approach, support empirical research and assessments within the District to establish baselines and provide evidence for programme design, planning and implementation that will address barriers to accessing improved WASH services
- Work with other WaterAid teams and partners to facilitate the development of Todee District Costed WASH Plan
- Support coordination of collaborative learning/innovation and adaptation on water, sanitation and hygiene to strengthen WaterAid’s intervention, modelling and replication in Liberia.
- Contribute to the development of WASH service models including infrastructures designs and management models
- Contribute to the development and review of the strategic documents by ensuring the designs properly articulates and contribute to the intentions of integrating WASH programme in other aspects of human development
- Develop and strengthen relationships with local and international partner organisations, government agencies, and donors in the target areas of intervention.
- Support Todee Distric WASH team to supervise and monitor all WASH interventions across the entire District.
Programme Implementation – Effectiveness, Reporting and Learning
- Lead implementation and coordination of WaterAid’s Universal Access to WASH Programme, WASH for Public Health; and WASH Financing programme in Todee District.
- Lead implementation of all WaterAid’s projects including Latter-Day Saint Charity (LDSC), Todee WASH Governance and all service delivery, grass-root and capacity building activities to support WaterAid’s intervention in the District
- Promote innovation, learning and scalability, recognising WaterAid’s programme quality standards.
- Support and coordinate WaterAid’s expertise and provide field support for the implementation of the Rural WASH Projects (LDSC, WASH Governance etc).
- Work with programme offices to supervise all projects and partnership under WaterAid’s Universal Access programme, ensuring effective planning and provision of technical support for project implementation and reporting.
- Support data collection and real-time information sharing to facilitate programme planning, reporting and learning for informed decision making.
- Work with the PMER and Learning Team to develop plans, conduct monitoring and reporting on all works relating to WASH programme on WaterAid’s online platform – Project Center.
- Support periodic monitoring of projects and activities of the Integrated WASH and share lessons for adaptation and learning
- Support organizing of Project & Programme Performance Reviews and facilitate programme learning and documentation with partners including voices from the field, success stories and other relevant documents
- Work with PMER Officer and other Project Managers to develop a partner specific finding from monitoring and review meetings for their response/action plan to make corrections or improve.
- Participate in WaterAid Liberia annual planning and review processes.
- Ensure that WA programme quality standards including water quality, health and safety, E&I, Gender and Safeguarding are kept at all times in the field.
- Monitor and track implementation of activities of Implementing Partners and ensure timely submission of reports.
- Support partners to produce quarterly reports on progress and expenditure to specified formats and submit to Programme Manager in a timely manner.
- Prepare and submit monthly progress report on WaterAid programme activities in the field.
Office, People and Asset Management:
- Ensure the field office is effectively maintained.
- Ensure the overall office environment is always tidy.
- Ensure that all assets at the field office are properly maintained and accounted.
- Manage WaterAid Programme Officer(s) assigned in the district.
- Represent WaterAid when designated by the Country Director and act as the principal interface for WaterAid with local government staff and decentralised Ministry/agency staff on programmes related activities.
Fundraising and Grant Management:
- Contribute to proposal development with creative and transformative project ideas.
- Support the Programme Manager in the management of all grants (restricted and unrestricted) including reporting (annual and specific donor reports) and adherence to donors’ requirements.
- Participate in budget preparation, revision and monitoring.

Person specification
Essential Criteria
- 4-year University Degree or professional qualification in a relevant subject (for example sociology, geology, hydrology, international development, public health, programme management, Development Studies, economics or other social sciences).
- Experience in an International Development Organisation.
- Knowledge of WASH and Public Health issues.
- Minimum of 5 years overall work experience.
Desirable
- Experience in participative monitoring and evaluation approaches.
