Background

The Christian Health Association of Liberia (CHAL) is a network of Christian hospitals and health centers that supports their member organizations through capacity building, supervision and improved access to medicines and represents the interests of church-based hospitals to the Ministry of Health. CHAL is a registered NGO in the country and works closely with the Ministry of Health. The network CHAL includes 73 mostly church-based hospitals and health facilities. The network operates in 11 out of 15 counties.

Position: Manager – Drugs Supply Unit (DSU) & Pharmacist

CHAL’s mandate is to build the supply chain of medicines to the members as a complementary system, thus contributing to the strengthening of the national health delivery system. In 2015, a small-scale drug revolving fund was set up with funds donated by the German Institute for Medical Mission (Difäm). Through that donation, CHAL started to procure, store and supply medicines to its member facilities. Following this, a Drug Depot was constructed in Central Liberia that provides drugs to health facilities in that region.

CHAL plans to develop the DSU into a self-sustaining business model that is capable of supplying at least 80% of all essential drugs to its member facilities and others who wish to use the services.

In order to achieve this, the DSU needs to strengthen the following:

  1. Establishment of a computer-based management information system for pharmaceutical items and Logistics as well as an effective communication system.
  2. Maintain and improve the operations of a Drug Depot in Central Liberia as well as the Depot in Monrovia,
  3. Procurement processes, storage and distribution systems,
  4. Maintain the procurement of high quality drugs and an efficient system of quality assurance. 5. Training of CHAL personnel and pharmaceutical staff

The Manager of the DSU will be responsible for:

  1. The Implementation of a business plan developed in July 2022
  2. a) The central management system that ensures all operations of the DSU in Monrovia and Gbarnga are operating in a sustainable manner,
  3. b) An effective pharmaceutical management that will ensure the procurement of drugs, storage, local marketing, and distribution to all of our health facilities in a transparent manner.

Roles and Responsibilities:

The DSU manager is a pharmacist with at least 5 years’ experience in pharmaceutical work with responsibility in procurement, storage, and distribution, dispensing and quality assurance. The applicant should also be an experienced manager who is able to manage all administrative processes and procedures to run the DSU and take responsibility of staff matters regarding the DSU; as well as ensuring that all DSU operations are conducted in accordance with pharmacy policies, procedures, legal requirements and quality care pharmacy standards. This manager will report directly to the Executive Director of CHAL and the Board of CHAL.

Specifically the DSU Manager will

  1. Manage all processes and procedures for the pharmaceutical management and the quality assurance of the DSU. This will include
  2. Work with local and international pharmaceutical suppliers to ensure that needed drugs and medical supplies are acquire in line with legal procedures for the DSU b. Work with Government agencies to ensure that all regulatory requirements are met for the DSU
  3. Work with the staff and develop a staff development programme that will strengthen the quality of the work of the DSU in Monrovia and Gbanga. This will include: a. Recruit competent staff to manage the DSU in Gbarnga; Supply Chain Officer/ technician; Cashier/accountant; Cleaners and security firm when requested by CHAL’s Management to do so along with CHAL’s HR Officer.
  4. Formulate and execute job description for each staff member along with CHAL’s HR Officer;
  5. Conduct a transparent selection process and manage the team into a functional unit that will work together in a purposeful manner;
  6. Further develop the digitalization of the administrative processes at the DSU including the pharmaceutical data management system.
  7. Set up all administrative procedures for the running of the DSU, including SOPs for all essential processes for the running of the DSU;
  8. Establish and maintain an electronic system of communication with the team; c. Fully utilize the software bought from TallyPrime in running of the DSU;
  9. Implement the business plan that will ensure that the DSU will be sustainable within the next few years
  10. Develop a network of health facilities that will utilize the DSU and strengthen the marketing of its services.
  11. Keep close contact with the County Health Teams in Bong, Nimba, Bassa and Lofa counties in order to attract customers to the DSU;
  12. Ensure security at the DSU in Gbarnga and Monrovia.
  13. Submit comprehensive monthly reports to the Executive Director; Quarterly reports to the Board of Directors and annual reports to AGM reflecting progress, challenges and prospects

Qualifications:

  1. Pharmacist with at least 5 years’ experience, Master degree in the area of pharmacy or management proven experience in Business Administration and management; b. Three years working experience in management or leadership positions; c. Must be registered with the pharmaceutical Board of Liberia and with a valid pharmaceutical licensed to practice medicine in Liberia.
