Reporting To: Programme Manager-Integrated Programme – LIFE
Responsible For: The Education Officer -Adult Literacy will work under the overall supervision of the LIFE Programme Manager. S/he will be mainly responsible to lead the planning, development, delivery, and evaluation of comprehensive adult literacy program, ensuring highquality, accessible, and effective learning opportunities that empower adults to achieve personal, educational, and career goals.
Contract duration: Fixed term
Job Purpose: The Education Officer -Adult Literacy will work under the overall supervision of the LIFE Programme Manager. S/he will be mainly
responsible to lead the planning, development, delivery, and evaluation of comprehensive adult literacy program, ensuring highquality, accessible, and effective learning opportunities that empower adults to achieve personal, educational, and career
goals. Specifically, he/she will be responsible for coordinating, facilitating and monitoring implementation of adult literacy activities
across 15 selected communities in River Cess through development of weekly plans and reports, community mobilization, needs
analysis, networking with other stakeholders and promoting community participation in program cycle management.

Core Responsibilities:
Program Leadership & Delivery:
• Design, implement, and manage day-to-day adult literacy programs (reading, writing, comprehension).
• Develop curriculum and teaching strategies for diverse learners and learning styles.
• Maintain an ethos appropriate for adult learning, fostering a supportive, inclusive environment.
• Support the mobilisation of communities to identify and analyse contextual social problems affecting them and lead the generation of solutions to
address such problems.
• Support the establishment community structures relevant to the implementation of the adult literacy program.
• Visit learning centres regularly to monitor attendance and learning outcomes
• Promote community participation in the project cycle management.
• Lead the identification of Community spaces that can serve as a classroom/learning space.
• Support the establishment and implementation of community-based solutions to functional adult literacy initiatives.
Volunteer Management:
• Support the identification of local volunteers or facilitators for teaching or program support.
• Monitor the performances of literacy Facilitators.
• Provide professional development (CPD) and ongoing coaching for staff.
Learner Support & Assessment:
• Recruit, assess, place, and support adult learners.
• Conduct assessments, monitor progress, and adapt instruction.
• Provide individualized support and guidance to help learners meet goals.
Community Engagement & linkages
• Promote literacy services through outreach and networking.
• Build strong relationships with community organizations, schools, and local stakeholders.
• Represent the program in relevant forums and advocate for literacy.
• Support community members and leaders to identify appropriate safe spaces.
• Promote the linkage of Adult Learners to other relevant stakeholders
Planning and Reporting
• Prepare weekly, monthly and quarterly plans and reports on her/his activities and submit to the Program Manager.
• Lead the collection of basic information from the community, document local practices that are best performing to the local conditions.
• Participate in weekly project planning meetings
• Support the consolidation of weekly and monthly reports.
• Develop project case/success stories
• Support the Program Manager in budget line monitoring.
• Maintain accurate records of the project progress (attendance, outcomes).
• Ensure program compliance with organizational standards and funder requirements.
Technical Support and Facilitation
• Submit to Program Manager list of challenges affecting smooth implementation and support the revision of project implementation strategies
where applicable.
• Promote awareness and adherence/compliance with Concern Worldwide’s Code of Conduct & Associated Policies (including Programme
Participant Protection, Child & vulnerable adult Safeguarding, Anti-Trafficking policies), Conflict of Interest Policy, Anti-Fraud Policy, and Modern Slavery Transparency Statement.
• Promote participation of Program Participants in program cycle management in line with Concern Worldwide’s commitments under the Core
Humanitarian Standard (CHS) and Do No Harm principles and ensure high ethical standards throughout programme implementation.
Additional Responsibilities:
• Ensure that all work done in the field is carried out in a manner that is respectful and sensitive to local culture, community needs and gender
equality.
• Participate in country-level strategic planning initiatives and other duties as assigned by management
• Adhere fully to the commitments and rules of Concern’s Code of Conduct and associated policies including the respect of confidentiality.
• Report to the appropriate manager all violations of the Code of Conduct and associated policies.
• To promote a positive organisational culture and staff wellbeing through best HR practices.
• Responsible for upholding and promoting Concern’s values, demonstrating leadership on workplace equality, diversity and inclusion, and role modelling a
positive safeguarding ethos.
• Actively participate in any emergency response as and when required.
• Contribute to the development and implementation of the Green Concern Liberia strategy
Qualifications & Skills:
• Diploma or equivalent qualification in Education.
• Experience in adult education/literacy instruction.
• Minimum of 1 year of relevant work experience such as teaching or field experience in community-based education projects in an NGO working
directly with communities.
• Strong leadership, management, and communication skills.
• Ability to work with diverse populations and in resource-constrained settings.
• Strong planning, analysis and writing skills.
• Experience in training delivery and facilitation.
• Good verbal communication skills in local languages and working knowledge of English.
• Ability to clearly convey concepts to populations with limited numeracy and literacy skills.
• Excellent training and mentoring skills with ability to work as part of a team with diverse backgrounds.
• Willingness to travel frequently to field sites.
Desirable:
• Experience engaging with county level Education authorities.
• Experience working in education programs and in rural settings.
• Previous experience working with NGOs a plus.
