Job purpose
WaterAid is currently seeking a Gender Equality and Social Inclusion (GESI) Officer
to support implementation of The Improved Access to Safe Drinking Water in Liberia
Activity, which is funded by the United States Agency for International Development
(USAID/Liberia) and implemented in Liberia by Winrock International in partnership
with WaterAid and FEI Consulting. The project aims to move Liberians in Montserrado
and Margibi Counties to a basic level of water services by strengthening water sector
governance, creating scalable models for equitable water service delivery, and
promoting and adopting key water use behaviors among the target households.
Winrock and its partners will collaborate with Liberian government institutions at the
national, county, and local levels to implement a vision where all Liberians access,
use, and demand safe, sustainable water services. The project will also collaborate
with the private sector and civil society to address challenges preventing Liberia from
achieving its goal of providing sustainable water for all.

Team description
The GESI Officer will work with the project teams to strengthen gender equality
and social inclusion (GESI) using WaterAid’s Equality, inclusion and rights
Framework and Winrock’s Gender Equality and Social Inclusion (GESI)
About the role

Framework and tools. This includes support in programme design, planning &
budgeting; capacity building and implementation of other project activities
including influencing and advocacy, impact assessment, learning and
documentation of good practices. His/Her role is to ensure vulnerable
populations including women, people living with disabilities, children and other
marginalised groups are well-targeted and are actively participating in project.

Project Specific Responsibilities
Planning and technical support
• Lead the design of GESI framework and tools for the project based on
analysis done and ensure effective integration of recommendations, principles
and concepts and WaterAid Equality, inclusion and rights Framework in all
project’s plans, guidelines and implementation to support achievements
project outcomes.
• Build on the GESI findings to dive deeper or conduct further ‘gender
assessments/ analysis’ (such as institutional assessment, formative research,
and barrier analysis) regarding any new areas/ communities/ potential partner
organisations etc. to support planning and integration in project delivery
• Conduct a gender and power analysis /social inclusion mapping to replicate
success of other projects that have been successfully implemented in Liberia
• Take part in county-level project planning, mobilization and other
stakeholders’ engagement.
• Support policy research, Social Behaviour Change formative research and
Gender and Power analysis by ensuring the necessary integration of GESI
issues and tools
• Engage all project designs, activities and approaches consider equality,
inclusion and rights as well as gender specific issues in WASH services
delivery.
• Support advocacy for the change of all discriminatory legal, social, and
cultural norms, activities that may can hinder women and girls from becoming
change agents in WASH access and from reaching their full potentials and
roadmap for documenting community norms and laws.
• Contribute and participate in meetings, workshops, quarterly, mid-year and
annual plans/reviews and management of budgets to ensure WaterAid
provides maximal technical support to project implementation.

Accountabilities

Capacity building and partnership
• Build the capacity of Safe Drinking Water Project Team, partners and the
government staff in Gender Approaches based on WA’s and Winrock’s
guidance on ‘gender equality into community water, sanitation and hygiene
projects’, Equality, Inclusion and Rights Framework and GESI approaches to
WASH with the tools to practice in their community development/mobilization
activities
• Collaborate with pro-women organizations as well as Organisations of People
with Disability and other rights holder groups
• Support staff and partners to effectively engage women and girls in
community organizations and schools, as and when needed, assessing their
WASH needs and integrating their perspective in programmes/ projects
• Lead gender responsive and social inclusion tasks and influencing work with
partners and project staff
• Lead development of community conversation tools like SAA (Social Analysis
and Action) in the WASH context to promote women empowerment and
support partners and staff to adopt.
• Support the development, review, and promotion of policies, bylaws, training
manuals, and guidelines that ensure the active participation of all
stakeholders
• Support partners and other staff to effectively eliminate all gender-related
barriers to accessing WASH services and ensure community leaders and
other influential community members are aware of the importance of
addressing gender equality and social inclusion in water management and
other practices.
M&E, Learning and Reporting
• Support quarterly Project Performance Reviews and participate in programme
monitoring, evaluation, and learning with partners including voices from the
field, success stories, and other relevant documents integrating gender equality
and inclusion in assessments, monitoring and evaluation including setting
indicators and targets, and ensure that gender equality issues and sex, age and
disability disaggregated data are included in necessary reports
• Ensure that activities account for women and girls as more than beneficiaries
of water and sanitation services; ensure project activities will reduce barriers to
women and girls getting maximum benefits from the project and support them
to become key actors in participating in project-level decision-making.
• Lead Gender and Power Analysis (GAP) to inform program design and support
planning of activities to support project activities including service delivery,
capacity building and advocacy
• Generate evidence, document and share lessons learned on gender
transformative approaches and practices within the project and beyond

• Support in regular performance review meetings to assess progress on gender
responsive programmes and projects
• Prepare monthly, quarterly and interim reports to the programmatic coordinator
on gender, social inclusion and empowerment
• Contribute to developing inclusive user feedback mechanisms.
• Plan, direct and control the operation of activities assigned.

Essential skills
Eligibilities and requirements
a. Education & certifications
Bachelor’s degree in Gender studies, social sciences, community development
and other related disciplines.
b. Essential knowledge, skills and experience
• At least 7 years of (proven) experience at a middle or senior level in gender &
development.
• Deep understanding of gender dynamics in the Liberian context, including
understanding and experience in working on social norms and attitudinal
changes required to make progress on gender and equality.
• Proven experience in using gender equality/transformation frameworks and
tools in programmes and/or policy influencing.
• Demonstrable technical expertise in inclusive WASH programming.
• Experience in networking and alliance building with local rights holder-groups
focused on gender equality and social inclusion.
• Experience in facilitation of trainings and workshops.
• Experience of working with women’s groups and pro-feminist men’s groups
• Demonstrated written and verbal communication skills in English and other
Liberian languages.
• Good understanding of Child Protection and Safeguarding principles and no
record of child abuse or Safeguarding issues.
• Proficient in the use of Microsoft Office
