Job Title: Enumerator/Quantitative Data Collector
Department: Projects – Liberia
Reports To: M&E Officer

SUMMARY
The Quantitative Data Collector will be responsible for the administration of quantitative tools to
selected respondents for the program development assessment being conducted by Samaritans Purse
Liberia in order to evaluate the impact of previously implemented SPL projects and a needs
assessment to direct future programming strategies. With input from his/her assigned supervisor the
Quantitative Data Collector will collect quantitative data from respondents in selected communities
in assigned county following the respondent sampling procedure provided.
SPECIFIC DUTIES:
The daily duties of the Quantitative Data Collector include the following:
▪ Travel to the selected communities with the data collection team
▪ Locate the household using the beneficiary listing or sampling procedure provided
▪ Follow the logistics plan made with supervisors, to ensure efficient and cost- effective data
collection
▪ Apply the questionnaire to the specific household members and fill in all the information
required following the provided data collection quality and ethical guidelines
▪ Fill in the responses to all applicable questions in the questionnaire; and fill others specify
options in short and precise sentence;
▪ Assist in coordination of data collection, review the quality of data collected and the degree
to which it will provide good statistics for impact evaluation and needs assessment;
▪ Maintain data collection records and reporting
QUALIFICATIONS AND EXPERIENCE:
▪ Associate degree in statistics, demographics, public policy, international development,
economics, or related field. Certificate in M&E or statistics are preferred;
▪ Experience in M&E data collection and reporting;
▪ Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative and mixedmethod)
▪ Knowledgeable in respondent sampling procedures, data collection, analysis and reporting
methodologies;
▪ Knowledgeable in requirements of impact evaluation and needs assessment;
▪ Experience in planning and managing surveys specifically in an NGO setting is preferred;
▪ Experience with data quality assessments and oversight.
Competencies:
▪ Good knowledge of program implementation, monitoring and evaluation techniques and
practices;
▪ Familiarity with impact assessment an advantage;
▪ Good knowledge and experience regarding gender mainstreaming;
▪ Ability to perform a variety of conceptual analyses required for the formulation,
administration and evaluation of projects;
▪ Excellent analytical skills;
▪ Ability to work in a team and good interpersonal skills;
▪ Good organizational skills;
▪ Ability to deal with people with tact and diplomacy;
▪ Ability to work independently with a minimum of supervision;
▪ Ability to work under time pressure and meet deadlines;
▪ Ability to work in diversified environments.
