The Lutheran Development Service in Liberia (LDS – Liberia) is a Lutheran Church-related semiautonomous nongovernmental organization that was established in January 2002. It is the development
arm of the Lutheran Church in Liberia, charged with the responsibility of providing diaconal services to
God’s people in an impartial way. LDS has a clear vision and a clear mandate which continues to guide
its operations. LDS-Liberia and Lutheran Church in Liberia are looking for a competent, dynamic and
self-motivated Liberian to fill the position of Executive Director.

JOB TITLE : EXECUTIVE DIRECTOR

SUPERVISED BY : BOARD OF DIRECTORS
DUTY STATION : MONROVIA
The job description is an integrated part of the Letter of Employment. As an employee of the Lutheran
Development Service (LDS), every staff is required to conduct himself/herself in a respectful and
professional manner according to the Constitution, Code of Conduct and other policies of the LDS. As an
employee of the Development Arm of the Lutheran Church in Liberia, every staff is also expected to
behave in a Christ-like manner in discharging their duties.
Overall Role: Under the guidance of the Board of Directors, the Executive Director is a key management
leader responsible for overseeing operation and administration, program and strategic plan, including
planning and designing variety of existing and new programs and regularly monitoring their progress.
As the Executive Director, the jobholder has responsibilities as a communicator, decision maker, leader,
manager and an executor. These roles can involve relating to relevant stakeholders, including LDS’ Board
of Directors, Partners (international and national/local), LCL (including Central Administration and
Programs/Institutions); ability to make high-level decisions, including appropriate policy development,
interpretation and implementation/enforcement, as well as ability to solving problems and motivate
employees and target community members for the sole purpose of driving positive change within the
scope of LDS’ operation, amongst others.
Specific Tasks and Responsibilities include:
• Manage the day to day operations of LDS and ensure the proper coordination and transparent
management of the financial, material and human resources in a manner that supports and guides
the LDS’ mission as defined by the Constitution and directed by the Board of Directors.
• Manage, review or establish employment and administrative policies and procedures to enhance
the day-to-day operation and/or functions of the LDS.
• Provide regular staffing supervision, including performance feedback, acknowledgment,
discipline, and professional development plans in collaboration with the Human Resource
Officer
• Lead the development and implementation of strategic plans aimed at promoting development
and sustainability, in consultation with the LDS Board of Directors and other stakeholders,
including the LCL
• Lead and ensure timely development or preparation of appropriate project proposals for LDS’
continued intervention in target and new communities.
• Plan and conduct baseline surveys at the beginning of the projects in targeted areas and follow-up
surveys as may be necessary.
• Ensure regular monitoring and supervision of LDS’ activities in target communities to safeguard
implementation and desirable outcome and impact.
• In collaboration with the Program and Finance Officers and relevant stakeholders, lead and
ensure timely and appropriate preparation and submission of project narrative and financial
reports (including audit and evaluation), in accordance with LDS’ guidelines those of relevant
partners.
• In consultation with the LDS Board of Directors or its Chairman, organize quarterly board
meetings and serve as Secretary for the Board to record and share Board minutes in a timely
manner.
• Responsible to uphold the fiscal integrity of LDS to include submission of a proposed annual
budget to the Board for approval and monthly and/or quarterly financial statements, which
accurately reflect the financial condition of the organization.
• Responsible for fiscal management that generally anticipates operating within the approved
budget, ensures maximum resource mobilization and utilization, and maintenance of the
organization in a positive financial position.
• Establish and maintain relationships with various organizations and utilize those relationships to
strategically enhance the LDS’ Mission
• In collaboration with the Human Resource Officer, Senior Management Team and Board of
Directors carry out recruitment processes aimed at selecting qualified staff
• In consultation with the Board of Directors develop or review and approve contracts for services
and sign all notes, agreements, and other instruments made and entered into and on behalf of the
LDS
• Conduct regular LDS management and general staff meeting and in collaboration with the
Human Resource Officer and the senior management team ensure addressing staff concerns or
grievances in a timely and amicable manner where necessary.
• Ensure regular appraisal of staff and take appropriate administrative actions when necessary
• Represent LDS at relevant meetings inside and outside of Liberia, including LCL’s quarterly
Executive Council and annual Partners-in-Mission meetings
LUTHERAN DEVELOPMENT SERVICE IN LIBERIA
• Carryout any other activity as may be deemed necessary by LDS Board of Directors and other
stakeholders of LDS, including the LCL Bishop and/or General Secretary.
Skills / Attributes Required
• Five or more years of excellent experience and understanding of development, project/program
management, and change management principles, including managing multiple parties (project
management, donors, staff and third party vendors) and good mediation/problem-solving skills.
• Strong financial management and analysis skills, including budget preparation, control and
resource allocation procedures, decision making and reporting.
• A history of successful fundraising experience, excellent donor relations skills and ability to
generate new revenue streams and improve financial results.
• Transparent and high integrity leadership experience and skills in working with a Board of
Directors, delegating, and task facilitation.
• High level strategic thinking and planning and solid organizational ability to envision and convey
the organization’s mission and strategic future to the staff, board, donors, volunteers, and the
overall community.
• Excellent communication skills, including report writing and strong public speaking ability.
• Experience in using computer for a variety of tasks, and specific competency in MS applications
including Word, Excel and Publisher
Qualification/Educational Requirement
Prince 2 Level Training or Equivalent Certificate in Project Management and/or BSc/BA in
Management, or relevant field; MSc/MA in a relevant field, a plus
Years of Experience:
4 – 5 years’ experience in Program Management or Administration (with 1 – 2 years’ experience in
Project Management)
Working condition:
Strong work ethic with a high degree of energy; ability to work full time and travel to hard to reach areas.
