Job Title: External Consultant for Baseline Assessment of Vaccination roll-out Project in Liberia (x1) Location: Based in Buchanan, Grand Bassa with frequent visits to rural areas to do qualitative data collection.

Reporting To: The Programme Director

Responsible For: A short term consultancy to support the national, county, and district health authorities in Liberia to effectively implement Liberia’s National Deployment and COVID-19 Vaccine Plan

Job Purpose: To contribute to optimizing vaccine distribution and uptake under the National Vaccine Deployment Plan in collaboration with the MoH, in all 15 counties of Liberia.

Responsibilities:

The consultants(s) (or consulting firm) commissioned to conduct the baseline assessment and Concern-Liberia are jointly responsible for choosing the methods that are the most appropriate for the result. The methods should be proportionate and appropriate to the context of the project intervention. The evaluator will involve Concern-Liberia, project participants, including community members to make meaningful contributions to the baseline assessment. Participate in meetings with Concern-Liberia to discuss and review the scope of work, field work schedule, team composition, and methods , produce a brief inception report, develop methodology including creation of data collection tools, training and facilitation guides, and sampling plan. Methodology and tools require approval by Concern Liberia, recruit enumerators for data collection, as necessary, train Baseline Assessment team members on objectives and process of the evaluation including evaluation tools , lead the team in person to complete the collection, analysis, and synthesis of supplemental information , interpret both proportional and percentage results and draw conclusions. The evaluator, with support from Concern’s MEAL team, will furnish a written methodology for the baseline assessment (including the proposed number of key informant interviews, focus groups discussions, observations, and locations) and may be shared with project stakeholders for comment before the evaluation commences. Concern-Liberia will facilitate sharing the methodology with project stakeholders in consultation with the evaluator.

BSc but preferably Masters in Statistic, or related discipline, at least five years’ demonstrated experience leading evaluations or conducting research/evaluations of health projects, including community vaccinations, strong understanding of community and interaction of community stakeholders and the linkages to mass campaign, excellent English writing skills (Concern will not be providing editing services), ability to deliver a quality product that meets Concern’s standards on time, team player and willingness to lead this evaluation with Concern’s MEAL team, adaptable, flexible, and able to spend several weeks in rural Liberia leading the evaluation and dissemination campaign in-country.
