II. ORGANIZATIONAL CONTEXT AND SCOPE
Under the direct supervision of the Project Manager and under the overall supervision of the
Chief of Mission, the successful candidate will be responsible and accountable for operations
and logistics support required for the proper functioning of the IOM field office in his/her
county. Provide support for monitoring, implementation and project reporting of the actions of
local partners and government counterparts where necessary.
IOM Liberia, in partnership with UNDP and Liberia Peacebuilding Office are currently
implanting a Cross Border Engagement Project between Liberia and the Ivory Coast to reinforce
Social cohesion and border security between the two countries. The selected candidates will be
based in Grand Gedeh and in Nimba to assure the overall field implementations of the project
including, daily activities, reporting, monitoring and evaluation in partnership with the Liberian
government officers, local authorities and Civil society organizations.
III. RESPONSIBILITIES AND ACCOUNTABILITIES
1. In coordination with the Project manager, ensure that the contractual clauses agreed
with local partners are respected, in particular in terms of quality and definition of tasks;
2. Monitor the progress of project activities by regularly monitoring site visits to ensure
that activities are carried out within the agreed timeframes/workplan;
3. Provide technical support to the implementation of the project in collaboration with
stakeholders on ground, covering all aspects related to the specifications and/or any
other problem of social cohesion and community reconciliation;
4. Be IOM focal point liaising with different stakeholders to ensure effective progress of
the project in all target communities;
5. Perform other relevant tasks related to the proper execution of the project,
6. Provide support in the preparation, review and finalization of quarterly reports and
annual report for the project;

7. Provide regular monitoring support to assess level of implementation of the project,
facilitate and/or take the needed action to keep project activities on course;
8. Ensure best practices and lessons learnt are duly documented and reflected in
appropriate reports and circulated among relevant partners and stakeholders.
9. Undertake and oversee regular field monitoring and evaluation visits to ensure technical
compliance and timely execution of projects vis-à-vis approved plans and baseline.
10. Submit weekly reports detailing his/her activities and the progress of the project reports
should include all current or future problems, suggestions and/or recommendations for
the successful implementation of the project.
11. Provide information on a regular basis on compliance with the activities proposed by
the implementing partner.
12. Maintain effective communication, in consultation with IOM Monrovia and with the
relevant stakeholders and keep an updated contact list of key officials with relevant local
authorities and counterpart actors at the county level;
13. Complete all ongoing project development efforts by the end of the first two months
of the assignment.
14. Perform such other duties as may be assigned.

V. EDUCATION AND EXPERIENCE (specific to the category and (expected) level of the position)
• University Degree from an accredited academic institution preferably in social science,
development planning, political science, business administration or related field;

• Training in M & E development and implementation, information analysis and report
writing;

VI. EXPERIENCE (specific to the category and (expected) level of the position)
• At least two years’ work experience (or four years for candidates with first level of
university degree) in Monitoring and Evaluation;
• Ability to consolidate information from multiple sources;
• Ability to work with basic presentation software, e.g. Microsoft PowerPoint and
Excel;
• Knowledge of Access and statistical analysis is a plus;
• Knowledge of the county of implementation is an additional advantage.
