Purpose of the jobThe Field Project Officer (FPO) oversees the coordination and administration of the Green, Inclusive, and Resilient Liberian Communities (GIRL) Project supported by the Swedish Embassy in Liberia through the Swedish Red Cross; this position will also support the overall programmatic objectives and mission of the Liberia National Red Cross Society and its Strategic Plan (2023 – 2027) in working with the Field teams to implement project targets and objectives at the field level; ensuring implementation and attainment of any and all project objectives, strategies, and goals that support “efficient, and a well-run project that has high impact and low risks on the communities that are the program’s target,”. The Field Project Officer will work closely with the Field Officers in the three project target counties (Chapters) – Sinoe, Grand Kru, and Grand Gedeh to ensure success and effective coordination while promoting the values and ethical standards of working with volunteers, and Community Facilitators from diverse backgrounds and competencies.
LocationFish Town, River Gee County with frequent travels to other project counties on official operational issues

  1. What does the job holder plan?

 

  • Plan the project. The Field Project Officer serves as the overall project supervisor to coordinate all planned activities in the field. He/she will support the field-level implementation by providing technical project management support to the field officers, community facilitators, and community volunteers. His/her role in planning will include weekly, monthly, and quarterly fieldwork planning and implementation with key actors and stakeholders. This includes developing work plans, budget monitoring support, and other key operational initiatives and goals that help make the project more successful. The FPO develops a field project operational and implementation plan, and works closely with the Field Officer, with the support of the Project Coordinator and HQ/PMER to ensure key monitoring, reporting, and evaluation tools are effectively used.

 

  • Organize the Project. The Field Project Officer ensures that project activities at the field level are in line with the objectives, targets, and deliverables of the project as set in the log frame and other key project management tools. The FPO tasks include documenting field implementation outcomes, managing project data, organizing and controlling implementation processes such as meetings, missions, research/assessments, monitoring, and evaluation. Organizing reports and other deliverables per schedule are also part of the organizational tasks of the FPO. He/she will organize and coordinate field logistics in consultation with the Field Officers (fuel management, vehicle management, procurement, storage/warehouses; and assets).

 

  • Staff the Project. He/she will manage the Field Finance Assistant, and the driver, and provide support to the Field Officer to manage the Community Facilitators. Some added management responsibilities will include ensuring LNRCS’ human resource policies, procedures, and practices.

 

  • Lead the Project. The Field Project Officer provides direction, input, and feedback to the field project team including volunteers. He/she will communicate with project actors and stakeholders from time to time (including partners, the Government – MoA, EPA, MME, environment and climate CSOs, Women groups, MoH, field colleagues, volunteers, etc.) to gain the confidence of these interlocutors to support the objectives of the project.

 

  • Control the Project. At the field level, the FPO performs a wide range of tasks to ensure project activities are performed as planned. He/she will have some financial and management responsibilities, including monitoring, tracking, and following up on expenditures in the field, ensuring the project operates within the approved budget, monitoring cash flow projections and actual cash flow, ensuring financial records are updated, and overseeing invoices and working advance settlements. He/she observes all financial issues of the project in the field in line with LNRCS’ Financial procedures, procurement guidelines, and donors guidelines, among other things. Other tasks include writing reports, evaluating project activities, and identifying and monitoring associated risks.

 

  • Ensure effective project management participation/presence at related meetings, workshops, and consultations.
  • Perform other work-related duties/tasks and responsibilities as may be assigned by the Project Coordinator.
  1. What are the outputs and deliverables?

 

  • Produce and submit Monthly Project Performance Reports.
  • Working with the Field Officer to ensure that monthly financial reconciliations are done and submitted to HQ
  • Produce and submit Monthly and Quarterly work plans. The Plan must also be updated quarterly to reflect project implementation realities.
  • Use the project risk matrix to monitor and address risks at the field level.
  • Train volunteers in collaboration with CEA, Communications, PSS, PGI, and PMER on tools and strategies, including feedback and complaints activities for project learning.
  • Work closely with the Project Coordinator, CEA, Communications, PSS, PGI, and PMER to develop and institutionalize an effective feedback mechanism in community engagement
  • Conduct regular field visits to project locations
  • Ensure quality control of data and information collected
  • Organize lessons learned and knowledge sharing workshops for effective operational performance improvement at the field level

  • The post holder reports to the Project Coordinator at HQ

On a technical project implementation level, the Field Officers will report to the FPO. He/she will also have a lateral reporting role over the Field Finance Assistant and the driver. They will report to him/her technical for project management while at the same time sharing the same reports with their administrative supervisors.

The primary linkages for this post are:

  • All units (departments) at headquarters, in particular; Disaster Management, Communication, Logistics (Fleet) Information, Communication, and Technology (ICT), and Health.
  • Government ministries and agencies, in particular, representatives of the Ministries of Agriculture and Health, the EPA, CSOs, and the National Disaster Management Agency.

  • University/college degree in Environment, and or Social Sciences, development studies or other relevant areas
  • Background or experience in environment and climate-related programming; project management especially with proven ability in planning, monitoring, evaluation, and reporting
  • Certification in environmental and or climate risk management education in agriculture, and or health
  • A Minimum of 3 years’ experience in the working environment similar to the requirements of the position
  • Previous experience working with NGOs, or donor-specific funding and a good understanding of the humanitarian environment
