Job Description

The IRC has worked in Liberia since 1996 and is one of the largest humanitarian actors in the country. Guided by its 2015 – 2020 Strategic Action Plan, the IRC implements innovative health, women’s and child protection and empowerment projects in Nimba, Lofa, Bong, and Montserrado counties. The IRC has also implemented projects in Maryland, River Gee, Grand Bassa and Margibi counties.

The IRC is currently leading the USAID Partnership for Advancing Community Based Services (PACS) Activity in Bong, Lofa, and Nimba counties of Liberia. This integrated community health, water, sanitation and hygiene (WASH) activity was designed to provide technical and operational support to the Government of Liberia’s Ministry of Health (MOH), Ministry of Public Works (MPW), and Ministry of Gender, Child and Social Protection (MOGCSP) as well as civil society organizations (CSOs) to deliver high quality community health and social welfare services.

The anticipated USAID Community Health Activity will build upon the successes of USAID PACS and support the Government of Liberia’s advancement towards self-reliance. The anticipated overall objective of this investment is to support a robust community based program including the scale up of the National CHA Program (NCHAP) for the delivery of efficient, responsive, equitable, and quality health services for improved access and health status for Liberians.

The IRC is seeking a Liberian Director of Finance and Administration for this anticipated four-year project. The Director of Finance and Administration will work closely with other project staff, including the Chief of Party (COP), to ensure sound financial management of the project. The Director of Finance and Administration will be based in Liberia’s capital, Monrovia.

SCOPE OF WORK:

As the Director of Finance and Administration, you will report to the COP and lead the overall financial activities of the project, including the accounting, invoicing, contracts management, procurement, and administrative activities. The Finance and Administration Director may support and supervise technical assistance to the MOH and County Health Teams for financial system and capacity strengthening. You will ensure that adequate and appropriate internal controls are in place, in compliance with USAID and IRC policies and regulations. Your responsibilities will include general controllership, staff training and supervision, and treasury and budget functions for the project. You will supervise staff handling bookkeeping, bank accounts and cash flow, and project funds. This will also include tracking project expenses and preparation of financial reports and budget projections aligned to work plans to ensure full compliance with USAID and IRC financial management policies. In addition, you will identify and correct potential weaknesses in controls; develop and ensure the completion of internal control audits and initiate necessary actions; and conduct a financial review with the COP at the end of every month.

As FAD, you will also manage the operations of the project and supervise staff responsible for procurement, the motor pool, travel and logistics, fuel management, equipment and facility maintenance, and inventory management. You will ensure that operations are conducted in accordance with USAID and IRC policies and procedures.

This position reports to the Chief of Party and works closely with the IRC Liberia Finance Controller. It is contingent on the IRC being awarded funding, which we anticipate to begin in October 2020.

Qualifications

  • Minimum of a Bachelor’s degree in business administration, finance, accounting, or other relevant field, from an accredited university;
  • Recognized professional certificate in accounting such as ACCA, CIMA, CPA preferred;
  • Minimum eight years’ experience leading the finance and operations functions of a non-profit organization;
  • Experience managing financial systems on projects valued at least $10-15 million or more;
  • Demonstrated experience conducting proper financial planning, expenditure tracking and audit of financial resources;
  • Demonstrated experience and knowledge of USAID financial management policies and procedures;
  • Significant experience and skills in operations especially supply chain and procurement;
  • Can carry out responsibilities independently with minimal technical support; a good facilitator who is skilled in solving problems;
  • Extensive experience in working with computerized accounting systems and software, standard spreadsheet and database programs is required;
  • Excellent communicator who can function in an environment involving a diversity of cultures and interests; and
  • Strong interpersonal skills with good integrity.
