About the Organization:

The Elections Coordinating Committee (ECC) established in 2010, is Liberia’s largest domestic election observation network. As a coalition, the ECC comprises of seven Civil Society Organizations (CSOs) that have transitioned legally to becoming the ECC Board of Directors and Owners’ Council. The ECC has primarily focused its work around Democracy with emphasis on Elections and post-election observation and Advocacy, Peacebuilding, Gender & Inclusion, civil rights, and governance issues.

 

Project Backgrounds:

The “Liberia Independent Domestic Election Observation (LIDEO)” Activity is a USAID funded project, implemented by the Elections Coordinating Committee with the purpose to enhance voter confidence in electoral processes and results, to the extent warranted, and to mitigate electoral violence and tension, through evidence-based, responsive election observation reporting to the public. The LIDEO Activity supports the ECC through the post-electoral period, including the observation of electoral complaints and adjudication and Electoral Reform and Advocacy.

 

Summary of Position:

The Finance and Administrative Officer (AFO) will provide day-to-day administrative, logistical, and financial management of the ECC programs, and perform other tasks as may be assigned by the National Coordinator. The FAO reports to the National Coordinator.

 

Duties and Responsibilities:

 

The Finance & Administrative Officer will be responsible for financial management of the LIDEO Activity in line with USAID Contractual agreement. He/she will ensure compliance in the disbursement of funds for project activity implementation, as well as timely reconciliation of accounts and reporting to the National Coordinator, the ECC Board and USAID. Their duties and responsibilities to achieve this objective may include but not limited to the following:

 

The Finance & Administrative Officer must be able to perform the following duties and responsibilities:

 

  • Provide appropriate financial advice, and guidance to the National Coordinator and ECC Board of Directors for the financial health of the institution;

 

  • Overseeing all financial transactions of ECC including but not limited to disbursement of employees monthly salaries through the required disbursement process, payment for office supplies and equipment and workshop activities, payment of program consultants and other service providers;

 

  • Ensure the development of annual budgets for the ECC in coordination with programs and administration;

 

  • Prepare monthly, and quarterly financial projections on programs, projects, and administrative operations, to be submitted to the NC for review and submission to the Board for approval;

 

  • Prepare and submit monthly, quarterly, and annual financial reports for donors and partners for review and approval by the NC before submission to these partners and donors.

 

  • Prepare Statement of Receipts and Payments for the year ending; and report to the Board;

 

  • Assist in the annual audit and submit annual audited report to the Board of Directors for review, approval, and onward presentation to annual/quarterly retreats for adoption;

 

  • Responsible to ensure the processing of vouchers, preparing checks, and bank transactions; preparation of monthly bank reconciliation;

  • Work with the various programs to develop project budgets in line with project proposals intended for partners and donors;

 

  • Responsible to represent the ECC on all financial activities at Local, National, and regional meetings when designated by the NC or Board and report accordingly;

 

  • Prepare and review all project or program budgets and ensure proper budgeting tracking into consideration ECC operations and administrative needs. The use of the QuickBooks system is mandatory in the discharge of functions.

 

  • Ensure proper liquidation of all funds received for project funds in accordance with ECC financial policy. Advise other measures as may be deemed necessary to ensure transparency and accountability.

  • Supervise all staff of the Finance and administrative department and conduct Financial Monitoring to verify project funds disbursed to other staff for field activities;

 

  • Responsible to perform all other duties as may be assigned by Supervisor and other Finance and Administrative-related roles.

Minimum Qualification:

  • A relevant first degree in Accounting, Economics, or Business administration.
  • A minimum of 3 years of professional experience working as an Accountant in an NGO or INGO on a USAID project or other international donor’s project.
  • Proficient in Microsoft Office (Word, Excel, PowerPoint)
  • QuickBooks experience strongly preferred. Excellent interpersonal skills and strong communication skills; ability to work with people from multiple sectors and across various cultures
  • Strong Organizational Skills; ability to think strategically and make decisions; keen to details.
  • Proven skills in Budgeting strongly desired.

 

Duration and Location:

The duration of employment is 8 months (January-August 2025), with possibility of an extension based on performance and availability of project funds. Successful candidate will be stationed in Monrovia at the ECC Secretariat Office with occasional travel to the counties.
