BRAC Enterprises Liberia Limited (BELL)

BRAC Enterprises Liberia Ltd. (BELL) Poultry Hatchery and Feed Mill (BRAC Poultry Enterprise) was established in 2013 as the country’s first and only commercial producer of high-quality day old chicks (DOCs) and poultry feed. BRAC Poultry Enterprise produces high quality day-old chicks (DOCs) with improved capacity for egg production relative to local breeds. Leveraging a network of agro-vets and Community Agriculture and Livestock Promoters, BELL sells DOCs and high-quality poultry feed to small poultry farmers and commercial layer farms. BRAC Poultry Enterprise also works with BRAC’s NGO in Liberia to enhance nutrition outcomes and income generating activities for local communities in Liberia by providing DOCs and feed as part of an input package for smallholder farmers serving as “Chick Rearing Units” (CRUs). The CRUs raise the DOCs until they are about 6 weeks of age, and then sell the pullets in local markets or directly to other smallholder farmers.

Until very recently, BRAC Poultry Enterprise operated as an extension of BRAC’s NGO entity in Liberia (BRAC Liberia). In 2023, it was registered as a separate for-profit company in Liberia to support its transition from NGO-management to a separate, commercially managed company. As a social enterprise, BELL’s mission is to support BRAC International’s social development objectives while simultaneously generating profits that further support scale and impact of the organization.

Job Summary

As the Finance and Procurement Manager, you will be responsible for leading the functional areas of finance, procurement, administration and logistics for BELL, ensuring the smooth and efficient functioning of related processes for BELL’s Poultry Hatchery and Feed Mill in Buchanan.

Key Duties/Responsibilities:

Specifically, the Finance and Procurement Manager shall be responsible for but not limited to the

following:

Finance & Accounts:

  • Oversee the financial operations of BELL and ensure timely and accurate financial reports and practices.
  • Responsible for entering financial information and maintaining all financial records for BELL both in online financial software and offline.
  • Prepare sales report, credit report, staff payroll, tax report and bank reconciliation on a monthly basis for review by the General Manager.
  • Ensure that all statutory deductions such as Withholding Tax (WHT), NASSCORP are promptly remitted to the relevant statutory authority monthly.
  • Cross check the bank/branch level deposits by farmers/staff for booking DOC, feed, eggs, manure, etc. and prepare distribution plans accordingly. Collect all relevant deposit slips/documents from the customer and preserve them for future use.
  • Manage financial controls, prepare and analyse budgets, develop financial reports, and make recommendations to management on budget expenditures. This involves producing financial reports timely.
  • Oversee the financial audits, including assisting with audit preparation, auditor reviews and implementation of recommendations as directed.
  • Provide financial inputs for budget development.
  • Prepare and submit to the General Manager interim and final financial reports for review. ● Participate in the development and review of the BELL business plan, business model, organization policies, manuals etc.
  • Participate in conducting market assessment for BELL business areas, support with business case analysis and reporting.
  • Monitor balances in account receivables and payables, prepare reports on material exceptions to policies or identify long outstanding ones for corrective actions. ● Manage the petty cash fund at the farm.
  • Update BELL asset registry in the Orbit/ERP and other systems.
  • Prepare voucher payments and check bills.
  • Any other duties assigned by the supervisor.

Procurement:

  • Ensure fairness in transparent bidding processes and effective competition, as well as best prices and best value for money in all procurement and logistics activities, per BRAC Procurement policy.
  • Facilitate preparation and implementation of annual procurement plans.
  • Review, compare, analyse, and approve products and services to be purchased.
  • Ensure invoices for suppliers and vendors are submitted to the Finance Team for timely payment.
  • Establish proper recording and monthly reporting systems of all procurement activities, including updating and managing inventory reports, monthly procurement status reports, and purchase and pricing records.
  • Verify and submit invoices from suppliers/vendors, along with supporting documents, in respect of goods and services delivered or rendered, to the Finance Department
  • Maintain good relations with suppliers and vendors.
  • Procure goods and services per BRAC Procurement Guidelines in a timely, efficient, and cost-effective manner.
  • Research and evaluate prospective suppliers and vendors, including facilitating pre-

qualification processes.

  • Maintain and update the vendor/supplier database with information such as qualifications, delivery times, product ranges, etc.
  • Receive all the supply from the vendors considering and following specifications provided in the purchase order and involve the technical persons to advise on delivered products before accepting them.

Logistics & Administration:

  • Provide inputs for Human Resource Management policies, logistics, travel and other areas of administration.
  • Provide logistics support for field activities while ensuring timely and cost-effective delivery of materials, parcels, equipment and personal effects to all required areas
  • Make arrangements for conferences, workshops and meetings with reference to halls, meals and transportation.
  • Responsible for services and maintenance contracts.
  • Prepare month and quarterly visits and travel reports.
  • Prepare vehicle movement plan and implement in a timely manner to transport farm products to the customers without hampering the quality of the products.
  • Prepare monthly and quarterly fuel purchase and consumption reports.
  • Monitor vehicle maintenance costs, and ensure timely vehicle maintenance and repairs.

Safeguarding Responsibilities

  • Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the BRAC’s goals on safeguarding.
  • Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment

MAJOR CHALLENGES:

  • Need to prioritise competing time sensitive demands from the different departments, taking into consideration the timeliness and importance of certain assigned responsibilities.
  • Prioritise the allocation of supplies based on BELL’s needs
  • Work with vendors, suppliers, and partners with varied characteristics, behaviours and temperaments. The Finance & Procurement Manager is expected to provide satisfactory services to all staff, vendors and partners on a daily basis, based on the areas of responsibilities above.
  • Work under pressure, while exercising patience, forging strong relationships, and being accommodating.
  • Timely procurements, and supply of materials and payments.
  • Working in an area with a poor mobile network.

KEY PERFORMANCE INDICATORS (KPIs):

  • Prepare financial reports, sales report, credit report, bank reconciliation and requisitions in a timely manner.
  • Reduce accounts and operations risks, and auditing queries.
  • Identifying at least 5 suppliers for each of the main products (Vaccine, Medicine, feed raw materials, generator parts, feed mill mechanics, transport agency, etc.) to be procured for BELL and maintain supplier performance score.
  • Cash flow forecast accuracy and working capital management.
  • Ensure on time procurement, supply and payments.
  • Prepare and submit an annual procurement plan in a timely manner.
  • Inventory and stock management accuracy
  • Cost control and cost savings by 20% to optimise the cost efficiency.
  • On-time delivery, transportation cost efficiency, inventory accuracy and warehouse efficiency.

Experiences:

  • Minimum five years of proven finance and procurement experience. Experience with a social enterprise and/or for-profit poultry manufacturing business preferred. ● Experience with financial, statistical and comparative analysis, financial planning and forecasting, financial control and monitoring, developing budgets and preparing financial statements (income statement, balance sheet, cash flow statement, etc.)
  • Experience in preparing business plans for for-profit businesses.
  • Ability to conduct market assessments and use data insights to inform business plans and budgets.
  • Knowledge of applicable regulatory, contractual, legal and financial compliance requirements.
  • Proficiency in complex accounting systems and advanced level MS Excel skills.
