Position Title: Finance and Services Manager

Reports to: CFO and Refinery MD

Reporting to this position: administrators, bookkeepers, HR officer

Location: Liberia, Monrovia

About Conex Petroleum Refinery Company

Conex Petroleum Refining Company (“CPRC”) based in Monrovia, Liberia. The primary asset of CPRC is a 10,000 barrel per day topping refinery which is currently being built in Monrovia. The refinery will produce Naphtha, Fuel Oil and AGO for the Liberian market, neighbouring countries.

Job Summary

The financial manager is responsible for the day-to-day financial activities of CPRC and has responsibility for overall Company financial policies and objectives. He/She ensures the security and stability of Company’s assets and funds. The incumbent supervises financial personnel, HR officer and overseas day to day administration of Company’s head office and operations. The incumbent ensures the formulation of the operating budgets, development of financial reports for CPRC and contributes to the integrated CPRC reports.

Accountabilities

  • Provides advice to the Chief Financial Officer relating to financial and tax considerations of the business
  • Directs the daily operation of Company’s finance function, budgeting, auditing, tax, accounting, capital purchasing, risk management, and long range forecasting and insurance activities
  • Develops long term strategies to establish and maintain the financial self-sufficiency of the company
  • Establishes the company’s accounting systems and procedures and ensures that they are up to date and in compliance with all applicable statutory and regulatory requirements
  • Provides advice and review for compliance with appropriate statutory and regulatory requirements
  • Prepares and issues audited financial statements and reports
  • Manages and tracks Company’s funds, assets and investments
  • Minimize Company’s tax liabilities where appropriate
  • Oversees all activities related to office management/administration, including contracts, leases and vendor agreements
  • Performs such other duties as may be assigned to him from time to time by the MD
  • Responsible for human resources

 

Education and Skills

  • Degree in Accounting
  • Experience in General Management role
  • Experience in a similar role, preferably within the oil and gas industry
  • High level of computer literacy
  • Excellent communication skills both written and verbal.

 

Experience/Skills/knowledge/Abilities

The applicant must have the following skill sets:

  • Superior communications skills: the ability to converse and build trusting relationships at all levels within the company, joint venture partners, banks and financial institutions, government officials and licensing authorities.
  • Demonstrated knowledge of current accounting standards and procedures
  • Knowledge of internal controls and procedures for financial reporting
  • Excellent Leadership skills – can drive, lead and influence where needed.
  • Understand corporate governance codes

Physical Demands/Working Conditions

Plans and meets deadlines. Maintains a flexible work schedule to meet the demands of management. Hours may be long and irregular.
