Job purpose
The Finance Manager will lead the day to day functions of MML’s accounting and financial activities. Prepare and maintain accurate and up-to-date accounting and financial records in compliance with regulatory and organizational policies and requirements in order to provide timely and accurate management reports
Key activities
Financial Management
Ensure organisation compliance with Finance policies, procedures and controls
Support the annual budgeting process, orienting staff on budget instructions and templates and consolidating submitted financial plans for review by management.
Prepare initial proposal budgets in consultation with Program Manager
On a monthly basis plan, monitor and control the country cashflow requirements and cash security to ensure the smooth implementation of the country operations
At least on a monthly basis, provide management with timely management reports, including variance analysis and financial status, raising a flag where significant variances are anticipated or observed and provide recommendations thereafter.
Track budgets in a timely manner
Provide technical support to staff to ensure that finances and financial information is accurate and up-to-date and work with field Managers to strengthen field financial management capacity
Timely preparation and submission of accurate monthly financial reports to Mary’s Meals Headquarters
Prepare timely donor financial reports, where necessary
Prepare and submit monthly cash requests to HQ
Provide technical support and coaching to finance staff
Accounting Functions
Maintain good banking relations.
Oversee proper management of bank accounts, ensuring resources are available at all times for country program activities
Ensure financial records are kept up to date and are accurately captured and coded
Undertake regular audits and spot checks
Establish timelines for field financial data, to ensure timely consolidation into monthly reports
Ensure debtors and creditors are accurately and timely captured in financial system.
Ensure bank reconciliations are prepared on time
Ensure cheque books and receipts are properly accounted for and kept in safe and secure custody
Review payroll and ensure salary is paid on time and in accordance with regulations and policy
Ensure payments are made in accordance with relevant financial policies and statutory requirements, and in line with the annual financial workplans/budget
Ensure timely payment of salaries, including expert transactions
Ensure MML complies with local, organisational wide and international accounting principles and standards, including local regulations
Working closely with the Logistics Manager, ensure stock reports and records are accurate and consistent with accounting records.
Enforce the existing data back-up process and procedure for all financial information
Reconcile the manual fixed asset register with that in the accounting system on a timely basis
Ensure proper management of petty cash and expense reimbursement in all operational center.
Audit
With support from Head of Services, prepare year-end financial statements, schedules and notes required for audits
Point of contact for audit engagements
Ensure that internal and external recommendations are implemented
Team Management and Development
Will be an active member of the ECL (extended Country Leadership Team)
Provide effective line and performance management to your team in accordance with MML’s policies, ensuring they achieve the unit’s objectives
In consultation with the Head of Services develop a high performing accountable finance team through couching and mentorship, guided by a clear job description and workplans
In consultation with the Head of Services, represent Mary’s Meals in relevant external Finance forums in Liberia.
Supervision of Finance Officers
Hold regular meetings with unit staff (Head Office and Field based) to ensure they are updated with recent issues
Qualifications, skills and experience

Bachelor’s degree in Accounting and related discipline with a professional qualification

Minimum 3 years practical experience in a similar role in an INGO

Good analytical and conceptual skills to plan and monitor budgets against actuals

Good computer skills, including familiarity with Financial Software packages (particularly SAGE), Microsoft Word and Excel
