Tearfund is looking for an experienced FINANCE MANAGER to manage and implement effective
finance systems for Tearfund Liberia and facilitate capacity building support to local partners. The
Finance Manager will be responsible for all aspects of finance management for the Liberia Country
programme, and some limited support to Sierra Leone, in accordance with Tearfund policies and
guidelines, and maintain a system of sound internal controls, mitigate risks of any probable
financial loss and fraud, conduct budget analysis and finance reporting for various donors; and
comply with statutory audit requirements as per the rules and regulation of the government of
Liberia. The person will ensure maintenance of financial accounting records, book-keeping, cash
management, banking transactions, which are compliant with Tearfund standards and donor
requirements.
We are looking for a professionally qualified accountant having work experience in the non-
government sector, who have expertise in managing financial accounts and system, developing
and managing budget and institutional funding. The candidate should have the knowledge on the
procedure of submission of financial statements and reports as required by the Government of
Liberia.
The candidate should be of Christian faith background, and willing to work in cross-cultural setting;
should have excellent written and verbal communication skills in English.

PART 1 – JOB DESCRIPTION
JOB OVERVIEW
As part of the senior management team to maintain a system of financial record-keeping which is
to provide the Country Director, field management and Tearfund West Africa cluster with timely,
accurate and meaningful financial management information to enable them to monitor and manage
the programme (partners and field offices) effectively. In accordance with Tearfund policies and

guidelines, to maintain a system of sound internal controls in order to safeguard Tearfund assets,
mitigate against the risk of financial loss and fraud and satisfy donor and statutory audit
requirements. To ensure the programme’s financial accounting records and financial systems and
procedures are compliant with Tearfund standards.
POSITION IN ORGANISATION

ORGANIZATIONAL REQUIREMENTS

KEY RESPONSIBILITIES
4.1PROGRAMME STRATEGY
● Support the CD in developing and maintaining appropriate financial management systems
and tools to support programme implementation in accordance with target expenditure
ratios and Tearfund’s funding strategy guidelines.
● Support the CD in the preparation, and submission for approval, of the annual country
budget to Tearfund’s West Africa Cluster Lead.
● Plan and work alongside the Tearfund and partner Program Manager and financial staff to
develop financial capacity for Tearfund’s partners.
5.1PROJECT / SUPPORT FUNCTION MANAGEMENT
● Work with Tearfund and partner project staff in developing proposals (including budgets
and activity schedules / plans) and subsequent revisions in accordance with external donor
requirements.
● Maintain a set of complete and accurate financial records, including all relevant supporting
documentation for each project.
● Monitor, supervise and assist in preparing all interim financial statements / completion
reports to donors to ensure compliance with contractual and legal requirements.
● Ensure the timely preparation and communication of monthly, quarterly, half yearly and
yearly financial reports for the Country Director, Project Managers and West Africa Cluster
management, providing them with responsive support and meaningful financial information
to enable them to manage project and core budgets effectively. This should include advising
on significant variances against budget, and making recommendations for corrective
actions to ensure expenditure does not exceed available funding.
● Conduct regular field trips to project sites and partners to monitor compliance with financial
procedures, review activity progress and assist managers in identifying the financial
implications of changes in proposed activities and revising budget lines as required.
● Induct and regularly advise management on finance systems and controls and how to
effectively supervise the finance function in their locations.
● Oversee briefing and training of new staff on the financial procedures relevant to their role
including donor guidelines and compliance practices, anti-fraud and bribery training.

● Advise the Country Director on the cost implications concerning the selection, lease and
management of appropriate office, residential and other buildings as required and the cost
implications of fleet management, warehousing management and stock control and
procurement of goods and services.
● Facilitate visits by, and meet the requirements of, external and internal auditors.
● Responsible for all Financial and Budget handling which includes, bank reconciliation,
payroll processing, tax and NASSCORP payment, petty cash and bank account
management.
5.2CORPORATE POLICY AND COMPLIANCE
● Set up and maintain appropriate accounting systems and procedures as prescribed in
accordance with standard Tearfund policies and donor requirements.
● Assist senior management in Mano River to ensure set up and compliance with all
contractual and statutory financial requirements.
● Monitor procedures to prevent / mitigate against fraud as per the Fraud Prevention and
Response Plan.
● Ensure corporate financial control is exercised and routinely monitored across all Tearfund
Mano River operational field sites, and that month end and year-end routines are delivered
to quality and in accordance with corporate deadlines.
● Ensure all financial documentation for completed projects is archived and stored for audit
in accordance with Tearfund’s Project Completion Requirements and GPS.
● Support the CD in yearly partner financial assessments such as POCA and SIFTS
● Ensure all finance related audit recommendations are implemented effectively across the
programme.
5.3TEAM MANAGEMENT
● Work with the partners’ finance staff, providing, guidance and mentoring to ensure effective
performance and compliance with standard financial systems.
● Ensure that all staff in the finance team understand their individual and collective
responsibilities for security, safety and well-being.
● Support the Country Director in capacity building of partners’ finance staff.
Health and Safety
● Required to adhere to and implement Tearfund’s Health and Safety Policy as it relates to
areas such as fire safety, accommodation and vehicles
● Ensures that personal health and safety incidents are reported and logged appropriately
5.4EXTERNAL REPRESENTATION
● Support the Country Director in maintaining constructive financial and budget working
relations with other NGOs, UN agencies, host governments (including both formal
authorities and informal faction where applicable).
● In consultation with the senior management team, liaise with bilateral and multilateral
donors on all aspects of financial management and reporting.
● Build the financial capacities of selected Tearfund partner organisations by providing
relevant financial advice and guidance, as well as more in-depth support when invited by
the partner.
