Job Summary:

The Finance Manager will oversee the financial operations of the Strengthening Infectious

Disease Detection Systems (STRIDES) project in Liberia. This role involves managing the

budgeting and forecasting process for the STRIDES project. S/He will assist with the preparation

of month end financial reports and will oversee the financial systems and tools to ensure that they

are effective and meet division needs. The Finance Manager plays a key role in risk management,

developing strategies to mitigate financial risks, and fostering their development and

performance. S/He will assist with the development and management of internal financial audits

and ensure that FHI 360 Liberia complies with USG rules and regulations and Liberian laws.

Accountabilities:

  • Oversees data collection, ensures accuracy, and interprets complex analyses for decision making.
  • Prepare and submit monthly financial reports regarding budgets to actual and forecast; presents

findings and recommendations to leadership.

  • With oversight by the finance lead, finalizes financial reports and supporting documentation for

funders as outlined in the funding agreement.

  • Develop a commitment tracker to track invoices and liaise with the relevant staff to ensure routine

retirement of commitments on a timely basis.

  • Routinely review program advances (travel and non-travel), run the advance report twice a

month, make follow-up with staff for advance retirement, and ensure advances are retired within

30 days.

  • Responsible for monitoring all budgeted project expenditure in accordance with the work plan and

what has been budgeted/forecasted.

  • Review financial data entered daily into the financial system for accuracy of charge codes and

descriptions, and ensure corrections to errors are made before the close of each month.

  • Responsible for ensuring all financial records for the project are up to date.
  • Collaborate with the Finance Lead to determine the resources (time, money, equipment, etc)

required to complete the project deliverables.

  • Collaborate with Finance Lead to ensure budgets are reflective of the activities in the project

workplan and reforecast as changes are made within the workplan.

  • Participates and provides financial reporting for project annual workplan and budget planning,

audit reviews, and assessments.

  • Duties require broad conceptual judgment, initiative, and the ability to deal with a wide range of

finance issues.

  • Works with confidential data, which, if disclosed, might have a significant internal and/or external

effect.

  • Collaborate with the Finance Lead to oversee overall resource allocation, ensuring resources

align with the project workplan.

  • Manages financial systems and tools, ensuring they meet project needs.
  • Performs other duties as assigned.

Applied Knowledge & Skills:

  • Comprehensive knowledge of concepts, practices, and procedures with accounting, financial

controls, and financial information systems.

  • Excellent oral and written communication skills.
  • Excellent and demonstrated organizational, project management, and presentation skills.
  • Ability to influence, motivate, negotiate, and work well with others.
  • Is well-versed in state and federal laws and regulations that have an impact on financial analysis

and management controls.

  • Sound knowledge and past experience with Generally Accepted Accounting Principles (GAAP)

practices and reporting guidelines.

  • Possesses a full understanding of the organizational structure, policies and practices, and the

impact on one’s own area and the entire organization.

  • Ability to multitask and meet deadlines on time.

Problem Solving & Impact:

  • Works on problems moderately with a complex scope that requires in-depth evaluation of data

and various factors.

  • Exercises judgment within broadly defined practices and policies in selecting methods and

techniques for obtaining results.

  • Decisions made generally affect company operations and may jeopardize overall business

activities.

Education:

  • Bachelor’s Degree or its International Equivalent in Business Administration, Information

Management, Finance, Accounting, Analytics, Operations, or Marketing or Related Field.

  • Additional relevant training will be of added advantage.

Experience:

  • Minimum of 5-8 years related work experience, including 3 years in management and 3 years

working at the corporate or organization level.

  • Experience working on complex awards and contracts and managing sub-awards preferred.
  • Must be able to read, write, and speak fluent English;
  • Prior work experience in a non-governmental organization (NGO), an international organization,

and with USG funding is preferred.
