JOB VACANCY
The Government of Liberia (GoL), through the coordinated initiatives of the Ministry of
Health (MoH) and the Liberia College of Physicians & Surgeons (LCPS), established a Post
Graduate Medical Residency Program in alignment with the National Health Policy and Plan
(NHP&P). The goal of this initiative is to train qualified Physicians as Specialists to improve
and strengthen the health care delivery system across the Country at tertiary and secondary
levels.
Job Title: Finance Manager
Job Purpose/Summary: As a key member of the Management Team, the Finance Manager
will provide operational and programmatic support to LCPS and will have a primary
responsibility to manage all financial-related activities for LCPS, including the financial
operations of donors’ funds.
Specific Duties and Responsibilities:
a. Leadership
• Provide strategic vision and leadership to all aspects of LCPS financial operations,
financial performance and financial management.
• Lead, operate, maintain and develop the financial procedures and systems of LCPS;
working closely with the Senior Management Team; doing so in a way that satisfies
the policies of LCPS, the laws of Liberia and the requirements of GoL departments
and donors.
• Provide support and recommendations to Senior Management Team members to
assist them in appropriately managing the finances of LCPS.
b. Financial Management
Manage processes for financial forecasting and budgets preparation to ensure compliance
with relevant guidelines and policies.
• Maintain clear and up-to-date books of accounts that meet the Government of Liberia
(GoL) accepted accounting principles and financial reporting standards.
• Ensure that adequate financial controls are established and maintained, and assess
compliance with established financial procedures, laws and taxes.
• Manage budget to ensure that budget line items are expended as per the approved
budget to ensure that financial management is strictly in line with GoL and donors
policies as required.
• Responsible for managing the work of the Finance team and ensure all budgeting and
accounting functions are performed to comply with financial regulations and policies.

• Participate in technical review of proposals to be submitted to donors, and assist in the
management of grants compliance, reconciliation and reporting.
• Maintain relations with internal and external auditors, avail all necessary information
during internal and external audit processes, and establish and maintain appropriate
measures to address their recommendations.
• Oversee the preparation of financial statements, financial reports, and other special
reports as required by LCPS Management, Executive Members, Council, MOFD and
donors.
• Maintain an orderly accounting filing systems, including and ensuring proper and safe
filing of all contracts signed by LCPS.
c. Human Resources
• Jointly sign LCPS monthly payroll in a timely manner.
• Work in conjunction with the Human Resource Manager to ensure the accurate,
appropriate and timely submission of payroll to MOFD for payment of staff
remuneration.
• Provide training for new finance staff as per the need of LCPS and projects.
d. Administration
• Provide team support and guidance to the office staff, residents and faculty when
needed and required.
• Attend and participate in senior staff and project meetings, and provide guidance on
financial related matters.
e. Other Responsibilities
• Perform other duties as assigned by the supervisor
Key Qualifications, Skills and Experience:
• Must have a minimum of Bachelor’s Degree in Accounting, Finance, Business
Management, Public Administration or other relevant field.
• MBA and/or other relevant advance degree/certification are highly desirable.
• Must have a minimum of 5 years of work experience in public sector financial
management with progressively responsible financial leadership roles.
• Must have a good understanding of the GoL accounting system and knowledge of
major donors’ financial and procurement procedures.
• Strong problem-solving skills and the ability to exercise sound judgment and make
decisions based on accurate and timely analyses.
• Solid experience in budget development and analysis (including gathering, evaluating,
presenting and reporting financial information to management and external
stakeholders).
• Proficiency in MS Office and QuickBooks or other accounting software.
• Excellent time management skills, with the ability to perform multiple tasks and meet
critical deadlines while maintaining accuracy and quality
