With funding from the Federal Ministry for Economic Cooperation and Development (BMZ) through Welthungerhilfe (WHH) Liberia, Serving Humanity for Empowerment and Development (SHED) and BASA Development Initiatives (BDI) are jointly implementing a 36-month project titled “Advancing Youth Economic Inclusion through Skills Training and Green Jobs in Liberia.” SHED serves as the lead implementing organization. The project aims to advance the economic inclusion and resilience of young people, particularly young women, in Bong, Margibi, Grand Cape Mount, and Nimba Counties by equipping them with market-relevant green skills and creating pathways to decent employment, sustainable entrepreneurship, and climate-resilient livelihoods.

  1. JOB/POSITION DESCRIPTION
Position Title:Finance Officer
Reports to:Finance Manager
Submission: DeadlineOctober 05, 2026, No later than 5:00 PM
Duty Station:Monrovia, with occasional travel to project locations
Duration:(Estimated 12 Months with possible extension

 

POSITION SUMMARY

The Finance Officer will be responsible for the day-to-day financial management and accounting functions of the project. The position will ensure that project funds are properly recorded, controlled, utilized, and reported in accordance with SHED/BDI financial policies, donor requirements, approved budgets, and applicable financial regulations. The Finance Officer will work closely with the Project Manager, Finance Manager, programme team, and field staff to support effective financial planning, expenditure monitoring, reporting, procurement processes, and financial accountability.

KEY RESPONSIBILITIES

  • Maintain accurate and complete project financial records and supporting documentation.
  • Process and record project transactions in accordance with approved accounting procedures.
  • Prepare payment vouchers, journal entries, cashbooks, bank reconciliations, and other financial records.
  • Ensure that all expenditures are properly authorized and supported by appropriate documentation.
  • Maintain organized and up-to-date financial filing systems.
  • Support management of project cash and bank accounts in accordance with organizational procedures.
  • Ensure proper coding and allocation of expenditures to the appropriate budget lines and activities.
  • Monitor project expenditure against approved budgets.
  • Prepare regular budget-versus-actual expenditure reports.
  • Identify significant variances and communicate them to the Finance Manager and Project Manager.
  • Support preparation of budget revisions and financial forecasts where required.
  • Monitor staff advances, activity advances, and their timely retirement.
  • Support preparation of monthly, quarterly, annual, and donor financial reports.
  • Provide accurate financial information for project narrative reporting.
  • Ensure financial reports are supported by appropriate documentation and reconciled with accounting records.
  • Assist with donor financial reporting and respond to financial queries.
  • Apply appropriate internal controls to minimize financial risks.
  • Review supporting documentation before payments are processed.
  • Support procurement and payment processes in accordance with approved procedures.
  • Assist in preparing documentation for internal and external audits.
  • Support preparation of cash forecasts and cash requests.
  • Conduct regular bank and cash reconciliations.
  • Monitor outstanding advances and ensure timely retirement.
  • Ensure project funds are adequately safeguarded.
  • Provide financial guidance to project staff on activity budgets and allowable expenditures.
  • Participate in financial monitoring visits where required.
  • Support the Project Manager with financial analysis and decision-making.

 

EDUCATION/ EXPERIENCE:

  • Bachelor’s degree in Accounting, Finance, Business Administration, Economics, or a related field.
  • Knowledge of accounting software such as QuickBooks or similar financial management systems is desirable.
  • Minimum of 3–5 years of relevant professional experience in accounting or financial management.
  • Experience working with NGOs or donor-funded development projects is highly desirable.
  • Demonstrated experience in budget monitoring, financial reporting, bank reconciliation, cash management, and expenditure control.
  • Experience with donor financial requirements and audit processes.
  • Experience using accounting software and Microsoft Excel.
