Embassy of Ireland (Irish Aid), Monrovia
Our mission is to promote and protect abroad the values, interests and economic well-being of
Ireland and its people. We do this under the political direction of our Ministers, through our staff at
home and through our Embassy network abroad.
Role and responsibilities:
Under the direction of the Second Secretary, Embassy of Ireland Monrovia, and the Finance
Manager, Embassy of Ireland in Freetown, the successful applicant will perform the duties of Finance
Officer, including:
1. Financial Management
 Review and report on operational budgets and expenditure, ensuring value for money, and
ensuring compliance with appropriate procedures and regulations for budget monitoring
 Day-to-day financial management and control of the Embassy and Irish Aid Programme in
Liberia (under the supervision of the Finance Manager in Freetown) including: preparation of
vouchers, processing payment runs, petty cash management, reconciliation of consular &
other receipts, preparation of all month end reconciliations
 Timely provision of financial information for reporting to headquarters and Embassy
management, including monthly and quarterly management accounts
 Preparation of and support to annual budget process
 Providing input in to the preparation of the Sierra Leone & Liberia annual Financial
Statements and the year-end reporting package to headquarters; Responding to queries
from Auditors and the Irish C&AG for additional information / supporting documentation
 Liaise with the Finance Manager in Freetown to ensure compliance with all financial
procedures as prescribed and appropriate accounting standards including monitoring and
improving financial internal controls and safeguarding assets
 Ensure compliance with national tax legislation, including preparation and submission of all
relevant tax returns
 Prudent cash and bank management, and monitoring of cash and bank balances
2. Development programme responsibilities
 Support the carrying out of financial and governance assessment of partners by programme
officers, including analysis of financial reports and audits received from partners,
highlighting any issues which arise and if appropriate any corrective action required and / or
impact on further funding;
 Any other duties as assigned
Essential requirements candidates must be able to demonstrate:
 Bachelor’s Degree in Accounting or related fields from a recognised university;
 Internationally recognised professional accounting qualification would be an advantage;
 Minimum of two years’ experience, preferably in a similar role;
 Excellent written and oral communication skills.;
 Proficiency in the Microsoft suite of applications, e-mail and internet;
 Knowledge of budget monitoring, procurement processes and systems;
 Understanding of the statutory and tax filing requirements in Liberia;
 Experience in the use of financial management accounting packages (knowledge of Infor Sun
System would be a strong advantage);
 Proven record showing a very high degree of integrity and trust;
 Proven ability to collate and distil large amounts of information, summarising findings to be
used for management decisions;
 Fully committed to team working, have the ability to work on one’s own initiative;
 Good interpersonal skills, and the the ability to work independently and as part of a team.
 A legal entitlement to live and work in Liberia prior to hiring.
Remuneration:
Salary Scale IVa, Base Point: $2558.76/month (gross)
