Job Title: Finance Officer – Mobile Money (x1)

Location: Monrovia, Montserrado County

Reporting To: National Finance Manager

Responsible For: Cashier

Contract duration: Open ended

Job Purpose: To support programme managers in the management of donor funding and monitoring and capacity building of Concern Liberia Partners.

Financial Management & reports:

Ensuring donor and organizational requirements, policies & procedures are met across the programmes; preparation of timely and accurate financial reports including cashbooks, safe books, fuel records etc.; review all financial documents before payment to ensure correct charging details; review all financial documents and ensure all supporting documents are in place. Particularly with Mobile Money payments, ensure that key supporting documents are in place including phone number verification report from MTN or ORANGE, copies of IDs for payees/beneficiaries, validation report evidencing authenticity of beneficiary list/data; supporting the team in preparation and review of monthly cash flow forecasts; support budget holders in the monitoring of donor budgets; preparing accurate reconciliations and keeping track of all mobile money payments to Concern Field Offices

Audit & Internal Control

As the custodian of the finance policy at the field level, ensure that all rules and regulations including DOA are abided by; take part in preparation for the annual audit, project audits and any special audits, also support auditors and donors during audits; ensure that all costs are fully supported by documentary evidence such as the procurement documents, time sheets for personnel whose salaries are charged to donors and fuel/vehicle log sheets where transport costs are charged to donors; in liaison with the NFM/CFC, help in addressing critical findings identified during audits and financial reviews.

Capacity building

Assist in capacity building of Concern Worldwide Liberia field staff on mobile money payments through trainings; carry out regular sessions with finance and non-finance staff to build their capacity on donor financial and compliance issues; deliver refresher training to all field staff around fraud and corruption, whistle blowing etc.

Other Duties:

Ensure that filing and document management within the finance department is done in a systematic, coherent way; undertake any other related duties assigned by the line Manager

Experience & Qualification:

Bachelor’s degree in Business Administration or a related field; or

Part qualification e.g. CPA/ACCA/CIMA would be an added advantage

At least 3 years of experience in a similar position

A good understanding of NGO financial management and donor regulations.

Good computer skills particularly in MS Excel

Experience in accounting for donor agency grants and donor financial reporting will be a clear advantage
