Field of InterventionProvide technical and operational field support to CHI and its partner, Action Against Hunger, in the effective implementation of ASPIRE program activities aimed at enhancing food security and livelihoods of target beneficiaries. This role will focus on delivering high-quality business development services to community support groups, Community Savings and Loan Associations (CSLAs), and small and medium-sized enterprises (SMEs), ensuring capacity building, market integration, and sustainable income generation.

CHI is dedicated to ensuring improvement in Maternal and Child Health. Our program focuses on enhancing the quality and effectiveness of health care services, our Maternal and Child Health (MCH) programs are geared toward improving the health and well-being of mothers and children through various interventions, such as prenatal care, postnatal care, immunizations, and nutrition programs and strengthening WASH governance. These programs play a crucial role in ensuring the delivery of high-quality healthcare services to mothers and children, ultimately contributing to improved health outcomes in Liberia.

In November 2025, Action Against Hunger (AAH) received top-up funding from the Irish Embassy to strengthen ongoing initiatives. With this funding, provided through Action Against Hunger,CHIis implementing a project aimed at ensuring that vulnerable communities are empowered and contribute to stunting reduction. The project focuses on building capacity, promoting market integration, and fostering sustainable income generation.

As part of this initiative,CHIis seeking to recruit aFood Security and Livelihoods Officerwho will play a key role in delivering high-quality business development services to community support groups, Community Savings and Loan Associations (CSLAs), and small and medium-sized enterprises (SMEs) with a focus on strengthening capacity, promoting market integration, and fostering sustainable income generation.

The Food Security and Livelihood Project Officer will be based in the field, working between St. Paul River District, Montserrado County, and Kakata District, Margibi County, for the period of three years.

The project is a three-year initiative implemented by a consortium led by Action Against Hunger (ACF) and Concern Worldwide, with Community Healthcare Initiative (CHI) participating as a key implementing partner. This effort is supported by funding from the Embassy of Ireland in Monrovia.

Duties and Responsibilities of the Food Security and Livelihood Officer

Objective one

  • Develop and execute FSL activities, including beneficiary identification, market assessments, enterprise development for CSLAs, community support groups, and their members, CSLA formation and capacity strengthening, market information sharing and linkages, and business advisory services for CSLAs.
  • Review CSLA and business management training materials and update as required to meet beneficiary capacity building and training needs.
  • Conduct mapping and regular monitoring of selected local markets to analyze supply, demand, pricing, and constraints related to agricultural inputs and farm outputs, and produce quarterly market price bulletins to track and disseminate price trends, supply and demand dynamics, and market constraints.
  • Train Community Savings and Loan Association (CSLA) members and community agents in financial literacy, leadership, and facilitation skills.
  • Facilitate financial ecosystem mapping and establish linkages between CSLAs and formal financial institutions to enhance access to credit and savings for vulnerable households.
  • Deliver entrepreneurship and small business management training to CSLA and community support group leaders and members, promoting income diversification and sustainability.
  • Organize exchange visits among CSLAs to foster peer learning and local innovation.
  • Support graduation of groups after two successful action audits, ensuring long-term viability.
  • Conduct regular follow-up and monitoring of CSLAs, income-generating activities, and market system development activities to ensure program objectives and outputs are achieved.
  • Ensure that CSLAs, income-generating activities, and market system development activities in the assigned area of operation are implemented in accordance with CHI and donors’ standard rules, regulations, and operational procedures, agreed strategies, implementation plans, and requirements.

Objective 2: Support field-level FSL coordination

  • Work closely with Community Agents and CSLA leaders to support the selection, planning, and management of income-generating activities, while delivering training in financial literacy, leadership, and facilitation skills.
  • Coordinate closely with ASPIRE PM, ACF FSL PM, and other ASPIRE Field Officers to ensure that livelihood-related activities in the assigned areas of operation are implemented harmoniously and with quality.
  • Work with the other ASPIRE project team members on cross-learning and beneficiary capacity building initiatives, especially in relation to FSL.
  • Participate in livelihood-related data collection together with the M&E team.
  • Work in close collaboration with other CHI’s program teams on ensuring field-level integration and synergy.
  • Build capacity of other staff members in relation to CSLA, IGAs, and market system development approaches.

Objective 3: Spearhead community facilitation activities

  • Contribute to the development of viable community mobilization strategies for targeting, registration, and follow-up of FSL beneficiaries.
  • Plan and execute FSL-related capacity building for targeted communities.
  • Ensure that targeting of FSL beneficiaries is done in a transparent and gender gender-sensitive and conflict-sensitive way.
  • Mainstream Gender and Protection activities in the ongoing implementation.
  • Conduct follow-up monitoring of CSLAs, IGAs, and market system development activities in the area of operation

Objective 4: Contribute to FSL reporting

  • Support the ASPIRE PM and ACF FSL PM in the compilation of timely and accurate weekly, monthly, quarterly, and annual project reports.
  • Document and share success stories, best practices, and lessons learned from the project implementation.
  • Disseminate learnings and best practices to the ASPIRE project team to encourage cross learning, innovation, and program improvement.
  • Work closely with the MEAL team to undertake FSL assessments and surveys involving data collection, analysis, and reporting.

Objective 5: Support field-level FSL-related project management.

  • Support the ASPIRE PM and ACF FSL PM in the generation of procurement requests and budget forecasts
  • Support in archiving/filing of all FSL documents related to the area of operation

 

Qualifications, skills and experience required to perform the function

 

Bachelor’s Degree in Agribusiness, Agricultural Economics, General Agriculture, or a related agricultural field (with emphasis in Agribusiness), plus a minimum of two years’ experience implementing Farming as a Business, farm-based livelihoods, or SME development in a similar context. OR

Diploma in an Agribusiness, Agricultural Economics, plus at least 5 years of practical experience implementing Farming as a Business, farm-based livelihoods, or SME development in a similar context.

Skills required:

· Fluent in the English Language and the capacity to communicate with different stakeholders

· Good computer skills, and Good team spirit

· Knowledge of local languages and culture

· Ability to use Excel and other Office programmes

· Ability to ride a motorbike
