Adviser on gender and pandemic preparedness issues for Regional Pandemic Preparedness Project

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German federal enterprise offering workable, sustainable and effective solutions in political, economic and social change processes.

On behalf of Germany’s Federal Ministry for Economic Cooperation and Development and the European Union, GIZ supports the ECOWAS Commission and its specialised public health bodies (the West Africa Health Organisation and the Regional Centre for Surveillance and Disease Control) and animal health (the Regional Animal Health Centre) in improving pandemic preparedness in the region. It also works with the public health bodies in several ECOWAS Member States, including Liberia. The first phase of activity of the project, known as the Regional Pandemic Preparedness Project (RPPP) was delivered from 2017 to 2021.

 

The second phase of the Regional Pandemic Preparedness Project (RPPP) advising ECOWAS and Member States Institutions on the implementation of core capacities of the International Health Regulations has begun. In the new project there will be an increased focus on support to One Health actors at all levels of the system, on building exchange formats, communications, and coordination between them and on building human and technical capacity in this sector. Cooperation will be based on enhancement and further development of key products and deliverables of RPPP1, such as the regional risk communications strategy and the Regional Rapid Response Team (RRRT) digital communications platforms. The project will also support the development of the Regional One Health platform of ECOWAS and of selected Member States.

 

The role that gender plays in the preparedness and response to pandemic diseases has been well researched and there are many lessons learnt from past and on going outbreaks of infectious disease. RPPP wishes to expand its activities in this cross-cutting field to improve the quality of its advice and services delivered.

 

Accordingly, we are seeking applications from suitable national candidates for

 

Position: Adviser on gender and pandemic preparedness issues

Duty Station: Monrovia, Liberia, but with possibility of travel within the region

Contract Period: Subject to agreement of the commissioner, immediately up to June 2024.

Responsibilities

Overseeing the implementation of gender related activities in the project, notably

  • Supporting the implementation of gender audits in selected public health institutions in the ECOWAS region;
  • Supporting the implementation of activities relating to gender and risk communications;
  • Support the project in developing its overall approach to gender (mainstreaming it into its different activities).

Tasks

  • Drafting Terms of Reference and participating in the evaluation of consultancy bids for projects;
  • Managing the technical aspects of the consultancies;
  • Organisation of workshops and seminars to support consultants in focus countries;
  • Documentation of the project;
  • Acting as project gender focal person and advising other Technical Advisers on gender issues;
  • Fulfilling any relevant M+E, knowledge management functions and contract management functions.

Required qualifications, competences and experience

Qualifications

  • Master’s in public health

Professional experience

  • At least 3 years professional experience in an advisory role in an international organisation with a focus on gender related activities in a health setting

 

Other knowledge, additional competences

  • Good understanding of gender in the public health context, especially in the field of pandemic planning
  • Experience with the GIZ and/or in an international organization or company is desirable
  • Excellent working knowledge of standard IT technologies/applications, notably MS Outlook, Excel, Word, experience with MS Teams is a strong asset
  • Fluency in written and spoken English is essential
  • High level of integrity, diligence, willingness to learn, solution oriented and capacity for teamwork
