BACKGROUND

The aim of the consultancy is to support the coalition in national-level advocacy and networking
initiatives. The Advocacy consultant will provide quarterly technical support to the Educate HER
Coalition on policy analysis and reflection and policy engagement strategies. The consultant will
also support:
• The development and review of county-level advocacy initiatives
• The roll-out of national-level media campaigns
• the development of the Annual Score Cards and the Bi-annual Summary report and
DUTIES AND RESPONSIBILITIES
• the development of fodder for the Girls Education Dashboard and presentation at the Annual
Joint Sector Review meeting

RESULTS OF SERVICEDUTIES AND RESPONSIBILITIES
Strategic advocacy plan developed and supported1. Provide substantive support to the coalition in designing, implementing and monitoring a strategic advocacy plan.

2. Host quarterly meetings with coalition to ensure that advocacy performance indicators are identified, incorporated, monitored and reported on throughout the project cycle.

3. Provide regular research, analysis and inputs to the overall advocacy focus.

4. Ensure that strategic inputs in decision-making forums are thoroughly explored and well-documented.

5. Assist in managing reputational risks or crises around sensitive issues.

Strategic partnership and networks established.1. Develop and publish partners online database of organizations, groups and individuals that are committed to promoting girls’ education in Liberia.

2. Work with coalition to identify and support partner development and networking initiatives that engage key traditional and non-traditional partners, including government, civil society, private sector, development partners and other new actors.

3. Liaise with partners for content development, information exchange, collaborative advocacy efforts, and innovative communication and advocacy tools.

4. Participate in the Local Education Group (LEG), Education Sector Development Committee (ESDC) and other national decision- making platforms.

Quality of tools, publications, analysis and reports produced and well managed.1. Compile and analyze experiences and shares findings with relevant partners so that best practices benefit the coalition’s work.

2. Prepare official briefing materials, talking points, speeches, statements, op-eds and presentations to promote advocacy priorities.

3. Ensure that the communications plan is aligned with the advocacy plan.

4. Provide support to communications team on public messaging, media outreach and branding.

QUALIFICATIONS/SPECIAL SKILLS
Academic Qualifications:
Advanced university degree (master’s degree or equivalent experience) in gender and advocacy,
communications or related area. A first-level university degree in combination with five additional
years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience: A minimum of five years of progressively responsible experience in program
communications and advocacy in the context of gender is required. Experience working on advocacy
and communication activities for a national organization with region experience is desirable.
Experience developing and implementing strategic, advocacy and communications campaigns for a
diverse audience is required. Experience managing resources, including personnel and budget, to
support advocacy activities in a local context, is desirable.
