The Liberia Civil Society Activity (CSA) aims to strengthen Liberian Civil Society Organizations (CSOs) to effectively engage their constituents (citizens), contribute to decision-making processes, and oversee government actions. The purpose of the activity is to strengthen Liberians’ ability to advocate for policy reforms, policy implementation, and service delivery through multi-stakeholder coalitions that build feedback loops among government, CSOs, and its citizens. The CSA builds on lessons learned from USAID’s Liberia Accountability and Voice Initiative (LAVI), and the Local Empowerment for Government Inclusion and Transparency (LEGIT) program implemented by DAI.
CSA through its grantees (CSOs) aims to integrate gender and protection in all its interventions. Gender inequality and protection risks, such as neglect, discrimination, abuse, exploitation, and violation of rights, are likely to prevent people from satisfying their needs and fully enjoying their rights, particularly concerning access to equal participation, decision-making, health, property, etc.
As part of USAID gender and social inclusion policy and its protection, CSA and its grantees aim to strengthen stakeholders’ knowledge on gender and protection issues, identifying protection and gender-related risks and threats, to help create an environment for equal participation in all interventions and enable populations affected to meet their needs and enjoy their rights.
This consultancy aims to develop training materials and train CSA grantees and stakeholders across the implementation counties on several themes including and not limited to the following themes:
– Gender and protection (approach) across the project cycle
– Methodology for the Integration of protection
– Gender-Based Violence (GBV)
– Social Inclusion

The main objective is to strengthen CSA grantees and its stakeholder’s capacity on gender, protection, and social inclusion for teams from different sectors engaged with CSA implementation activities.
In coordination with the CSA MEL team, the objectives are as follows:
SPECIFIC OBJECTIVES:
⮚ Develop training materials tailored to the target audience
⮚ Develop a trainer’s guide and a learner’s guide.
⮚ Develop a methodology that considers the needs of the target audience ⮚ Deliver two days of training on gender equality, gender-based violence, protection mainstreaming, and the methodology for the integration of protection.
The expected results are as follows:
⮚ Materials on GBV prevention and mitigation (concepts, GBV prevention, mitigation in the project cycle, concrete examples, practical application, reflection exercise, knowledge of indicators, etc.)
⮚ Materials on gender and protection integration and methodology (step-by-step methodology, concrete example, practical application, reflection exercise, knowledge of indicators, etc.).
⮚ A trainer’s guide for each material
⮚ A learner’s guide for each material
⮚ Training report
The duration of the consultancy is 10 working days. Each training session will be delivered in two (2) days. The preferred start date will be July 29, 2024. Deliverables are expected by August 9, 2024.
The consultant will work in close collaboration with the CSA MEL unit. Coordination will be required between the Consultant and the CSA MEL unit.
⮚ Education: University degree in social sciences, gender studies, human rights, or any other related field.
⮚ Experience: Minimum 5 years’ experience in the field of gender and protection in the development program and/or CSOs, with experience in capacity building, training development, and field experience.

⮚ Experience in training or working with CSOs from different sectors including Education, Health, human rights, and many; specialization in Gender and GBV is a Plus ⮚ A consultant specialized in mainstreaming and integrated protection.
